About IRRI
The International Rice Research Institute (IRRI) is dedicated to reducing poverty and hunger through rice science; improving the health and welfare of rice farmers and consumers; and protecting the rice-growing environment for future generations. IRRI is an independent, nonprofit, research and educational institute, founded in 1960 by the Ford and Rockefeller foundations with support from the Philippine government. The institute, headquartered in Los Baños, Philippines, has offices in 17 rice-growing countries in Asia and Africa, and over 1,000 staff.

Working with in-country partners, IRRI develops advanced rice varieties that yield more grain and better withstand pests and disease as well as flooding, drought, and other harmful effects of climate change.
Job Purpose

This appointment will play a critical role in supporting IRRI’s expanding portfolio of research and development initiatives on climate-smart agriculture, methane reduction, and sustainable rice production systems. As countries intensify efforts to reduce emissions while maintaining productivity and farmer welfare, IRRI requires dedicated economic expertise to generate evidence that informs policy, guides investment decisions, and supports the design of effective incentive mechanisms.

This position is established to meet the growing demand for high-quality economic analyses, including cost-benefit assessments, adoption and scaling studies, environmental evaluation, and policy scenario modelling — areas for which existing staff capacity is insufficient.

The role will ensure that IRRI’s research outputs are underpinned by rigorous economic evidence, strengthening its ability to support government partners, donors, and stakeholders in accelerating low-emission transitions in rice-based systems. The position will also contribute to long-term institutional capacity in economic analysis to meet current and emerging program needs.

This position will be based at the IRRI Headquarters, Los Baños, Philippines and may only be filled by permanent citizens of the Philippines.

Roles and Responsibilities
  • Conduct economic analyses (cost–benefit, cost-effectiveness, environmental valuation) for low-emission and climate-smart rice systems.
  • Support the design and application of economic models to evaluate adoption pathways and policy scenarios.
  • Provide economic inputs for policy design, MRV systems, and market-based incentive mechanisms.
  • Prepare high-quality reports, policy briefs, and technical publications.
  • Offer technical guidance and capacity-building support to project teams and partners.
  • Contribute economic inputs to project planning, proposals, monitoring, and donor reporting.
  • Engage with farmers, communities, and local stakeholders to understand adoption barriers, economic constraints, and incentives for low-emission rice practices.
  • Collaborate with national and regional partners to co-develop economically viable and context-specific interventions.
  • Participate in workshops, stakeholder consultations, and policy dialogues to represent project economic perspectives.
  • Collaborate with scientists, MRV experts, and external stakeholders to integrate economic perspectives.
  • Foster partnerships with academic institutions, research organizations, and development agencies to strengthen the relevance and impact of economic analyses.
  • Support capacity-building initiatives by mentoring partners and stakeholders in economic assessment methods and tools.
  • Collaborate with project teams to integrate economic insights into project activities, interventions, and decision-making.
  • Contribute the timely execution of economic assessments, analyses, and modelling tasks in line with project objectives and work plans.
  • Ensure the quality, accuracy, and relevance of economic outputs, including reports, briefs, and data products.
  • Monitor progress of economic workstreams and adjust plans to meet deadlines and deliverable requirements.
  • Support the development of proposals, funding applications, and project documentation by providing clear and evidence-based economic inputs.
  • Ensure economic deliverables meet the standards and expectations of IRRI, donors, and partner organizations.
Qualifications

Bachelor’s degree in Agricultural, Environmental, or Development Economics, or a related field, with relevant experience in applied economic analysis and research.

Skills Required

Mandatory

  • Economic Analysis & Modelling: Proficiency in cost–benefit analysis, cost-effectiveness analysis, environmental valuation, and economic modelling for agricultural and environmental projects.
  • Agricultural/Environmental Economics Expertise: Strong understanding of agricultural production systems, climate-smart agriculture, low-emission technologies, and environmental policy frameworks.
  • Quantitative & Statistical Skills: Proficient in statistical and data analysis for economic modelling and scenario analysis.
  • Project & Policy Insight: Knowledge of policy, incentive mechanisms, MRV systems, and market-based approaches for climate mitigation in agriculture.

Preferred

  • Economic Modelling: Experience with economic models related to agricultural systems, adoption pathways, or climate mitigation.
  • Communication Skills: Ability to produce high-quality reports, policy briefs, technical notes, and publications; strong oral communication for diverse audiences.
