Result of Service
Output 1: • Focus group discussion guide developed and participants mobilized. • 5 focus group discussions with returnees conducted. • Survey tool for returnees adapted and 30 returnees surveyed. Output 2: • List of key return actors and relevant stakeholders compiled, and questions for interviews with them prepared. • 10 Key Informant Interviews carried out. Output 3: • 3 sectors of interest to returnees identified, based on sector analysis and KII. • Survey tool for companies adapted to local context. • 30 companies surveyed on their experience with and attitudes towards returnees. Output 4: • A database of persons and companies that were interviewed compiled with analysis of survey. • Comprehensive report, including research findings and practical recommendations for support interventions, developed. Timeline: All above duties need to be completed within (and no later than) two months from the contract start date.

Duties and Responsibilities

Refugees and Trade ITC’s Refugees and Trade programme empowers refugees, Internally Displaced Persons (IDPs), returnees and host communities by unlocking opportunities for economic inclusion and self-reliance. Through sector-specific interventions, Refugees and Trade bridges the gap between challenges and opportunities, enabling those affected by migration and displacement to contribute to local and global economies. Refugees and Trade creates pathways for sustainable livelihoods, economic growth, and dignity by fostering partnerships, promoting trade, and amplifying marginalised voices. Together, we are building a future where refugees and migrants are agents of change and thriving entrepreneurs and/or employed. The programme is housed in the Women, Youth, and Vulnerable Communities (WYVC) section within the Division of Sustainable and Inclusive Trade (DSIT). DESCRIPTION OF DUTIES/RESPONSIBILITIES The Consultant will work under the direct supervision of the Head, Refugees and Trade, and is expected to perform the following duties: The researcher will assess the local market and sector environment for returning migrants, enhancing understanding and identifying business and job opportunities for returnees in Uzbekistan. • Undertake sector assessments to analyse market dynamics, entry barriers, and private sector attitudes toward engaging or hiring returnees. • Conduct a scoping assessment of returning migrants’ economic reintegration, including FGDs, a survey of returnees and KIIs with relevant stakeholders. • Analyze business and employment viability, key constraints, and success/failure patterns affecting returnees as entrepreneurs and as employees across selected sectors. • Develop evidence-based intervention recommendations to inform practical, targeted support measures for sustainable reintegration. Copyright: The consultant has to ensure that she has obtained the necessary permissions with regard to intellectual property rights required to perform her services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request the prior written permission from ITC. Qualifications/special skills
• Advanced degree in economics, business, development studies, migration studies, empirical research or related field. • Extensive relevant experience may be accepted in lieu of the university degree. Required: • Demonstrated experience in conducting private sector or migration research. • Strong understanding of Uzbekistan’s economic environment. • Proven ability to conduct qualitative interviews and sector analysis. Desired: • Experience working on migration or displacement, reintegration, or entrepreneurship. Skills: • Knowledge of international trade and economic development initiatives; • Knowledge of issues relating to migration; • Strong analytical and strategic planning skills with critical thinking abilities; • Excellent communication and interpersonal skills, • Ability to work independently with minimum supervision; • Proficiency in computer applications including Microsoft Word, Excel.
Languages
• Fluency in English, both spoken and written. • Fluency in Uzbek and/or Russian.
