The National Coordinator will ultimately be responsible for leading the coordination and implementation of CCAC projects and engagement at the national and regional level, including by consulting across ministries and engaging regionally and internationally on SLCP issues. The consultant will support the identification of priorities and needs related to SLCP action building on the CCAC supported Integrated Assessment for Thailand, and support the Government of Thailand’s efforts to implement SLCP mitigation measures and enhance climate and clean air quality policies. The CCAC supported projects include: 1. TH-24-002 - Thailand - Establish a Lower Mekong Regional Hub for Clean Air to enhance harmonized national regulatory capacity. 2. AGR-22-002 - Asia - Accelerating methane reductions in rice production systems through market-based mechanisms (AMR).

Duties and Responsibilities
The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast actions to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org Thailand joined the CCAC in 2019 to step up its ambition to combat short-lived climate pollutants (SLCPs). Thailand has since worked with the CCAC on various projects to advance national mitigation efforts, such as quantifying the emissions from inland heavy-duty water transport vehicles and advancing measures identified in a CCAC report to integrate air pollution and climate change actions into institutions and policies. Key frameworks include the Climate Change Master Plan (2015–2050), which sets sectoral action plans in waste and agriculture; the National Solid Waste Management Master Plan (2016–2021), emphasizing waste-to-energy, 3Rs, and improved disposal practices; and the Climate Change Action Plan for the Agricultural Sector (2023 – 2027), the Sustainable Transport Master Plan (2013–2030) promotes cleaner transport through emission standards, improved railway systems, and sustainable mobility measures, while the Integrated Energy Blueprint (2015–2036) underpins Thailand’s energy transition, targeting 20,000 MW of renewable energy and expanded biofuel use, including compressed bio-methane. Thailand is also committed to delivering the “Roadmap on ASEAN Cooperation towards Transboundary Haze Pollution Control” The CCAC is therefore seeking a National Coordinator for Thailand to strengthen the capacity of Thailand’s Pollution Control Department at the Ministry of Natural Resources and Environment, to act as a regional connector linking Thailand with neighboring countries and ASEAN processes on SLCP action and regional implementation efforts. This will include the approved CCAC projects: 1. TH-24-002 - Thailand - Establish a Lower Mekong Regional Hub for Clean Air to enhance harmonized national regulatory capacity. 2. AGR-22-002 - Asia - Accelerating methane reductions in rice production systems through market-based mechanisms (AMR). The CCAC National Coordinator will be responsible for providing support to the CCAC Focal Point at the Pollution Control Department at the Ministry of Natural Resources and Environment to support effective national, regional and international coordination on short-lived climate pollutants. This includes ensuring that the CCAC supported projects are completed within timeline and in line with Thailand’s needs and priorities. The CCAC National Coordinator will work from Bangkok, Thailand on a full-time basis and will coordinate and attend official meetings and engagements with the Ministry of Natural Resources and Environment, Pollution Control Department, and other agencies as necessary and will report to CCAC. All deliverables are to be validated by the CCAC Focal Point at the Ministry of Natural Resources and Environment, PCD. Output expectations: 1) - Contribute to participation and buy-in from across government to implement CCAC supported SLCP activities, including endorsement at high political level. - Engage sub-national governments, and civil society in CCAC partner country. - Coordinate all CCAC activities in Thailand in collaboration with the CCAC Focal Point. - Assist CCAC Focal Point in all aspects of coordinating national SLCP planning, policy and implementation efforts. 2) - Support delivery of the CCAC projects “TH-24-002 - Thailand - Establish a Lower Mekong Regional Hub for Clean Air to enhance harmonized national regulatory capacity” and “AGR-22-002 - Asia - Accelerating methane reductions in rice production systems through market-based mechanisms (AMR)”. - Work with implementers of projects to ensure smooth and productive facilitation of all activities and next steps. 3) - Support coordination between government sectors, ministries, and departments including through cross-government consultation. - Support coordination and engagement efforts related to potential new CCAC-funded projects submitted under CCAC technical assistance. - Facilitate support to CCAC project implementers, including support for the organization of training activities, gathering of data and contacts. 4) - Submit SLCP mitigation proposals to relevant funding mechanisms. - Provide guidance for the production of investment plans/project pipelines for implementation. - Assist and advise the project focal points at national level. 5) - Develop a country analysis for Thailand and present it to the CCAC team, including linkages to regional climate and clean air priorities. - Update monthly on new developments, important news and upcoming national events in the country. 6) - Join monthly calls with the CCAC to share updates on projects in Thailand - Coordinate on advocacy work developments and key upcoming opportunities. 7) - Participate at high political level in SLCP relevant events. - Present at CCAC online and in-person events and meetings (especially the relevant CCAC Hubs), especially to showcase country’s successes as well as to detail any challenges or requests for assistance. - Ensure Thailand is an active CCAC State Partner and is leveraging benefits from the CCAC partnership (e.g., best practices shared, technical assistance, funding, bilateral partnerships, etc). - Add updated partner profile for CCAC website. 8) - Support the integration of short-lived climate pollutant (SLCP) mitigation measures into Thailand’s next round of Nationally Determined Contribution (NDC) and/or implementation plan, including coordination with national stakeholders, preparation of technical inputs, and alignment with the CCAC Guidance on Including non-CO₂ pollutants in Nationally Determined Contributions (NDCs) and submitted work plan. 9) - Collaborate with CCAC from across national government departments. - Identify new opportunities for engagement with the CCAC. - Other ad hoc outputs as agreed.
Qualifications/special skills
- Master’s degree or an equivalent qualification in a subject related to environmental management/science, economics, health, project management, finance, administration, or in a relevant field. - At least 5 years of professional experience working in a field relevant to environmental management/science, climate change, economics, health, project management, finance, administration. - Demonstrated ability to provide technical assistance to governments and other stakeholders is required. - Ability to work effectively with multiple stakeholder groups including national governments is required. - Excellent communication skills (written and oral presentations) are required. - Knowledge of the national policies in climate change mitigation and air pollution is required. - A good understanding of short-lived climate pollutants, climate change and air pollution issues in Thailand is required. - Ability to work with advanced formulas in Excel spreadsheet is desirable.

- Fluency in English and Central Thai (written and spoken) is required.
