THE ORGANIZATIONAL SETTING

The Bureau of Administration and Services (ADB) plays a lead role in the efficient and effective administrative management of the Organization by ensuring the provision of high-quality physical and human resources, applying the highest standards of work ethics and conduct, and using results-based management skills and tools to support the Organization in implementing its Strategic Objectives in order to serve all stakeholder of the world aviation community. ADB is responsible for the coordination and administration of the following administrative and management services: human resources management (HRM); information management, web management and ICT services; building management and conference services; document and record management; language and publications services; secretariat services for the ICAO Assembly and Council; revenue-generating activities; and travel services. 

The Human Resources Branch within the Bureau of Administration and Services supports the Organization in attracting, developing and engaging talent to achieve its strategic objectives.

Within this framework, the Talent and Organizational Development function leads and supports initiatives related to talent mobility, career development, employee engagement, workforce planning and organizational effectiveness.

Under the supervision of the Human Resources Specialist (Talent and Organizational Development), the Human Resources Associate provides comprehensive operational and administrative support to ensure effective functioning and implementation of the Talent and Organizational Development portfolio.
 

MAJOR DUTIES AND RESPONSIBILITIES
 
Function1 (incl. Expected results)

Provides operational support for the implementation of employee engagement initiatives and surveys, achieving results such as: 

  • Support the team in workshops, focus groups and engagement events, including logistics and documentation. 
  • Prepare minutes on the focus groups discussion, prepare materials and briefing materials.
  • Support the preparation and publication of engagement results and related communication materials.
  • Liaise with HR specialists and line managers to facilitate implementation of engagement action plans.
  • Support communication and coordination with bureaus/offices during engagement action planning.
  • Assist in organizing employee engagement events, learning sessions, and culture-building activities.
     
Function 2 (incl. Expected results)

Supports the implementation and administration of the Organization’s award and recognition programmes, achieving results such as: 

  • Maintain tracking of nominations, approvals and award decisions.
  • Verify eligibility and background information in accordance with established guidelines.
  • Coordinate with the Award Committee and prepare required documentation.
  • Prepare and distribute certificates and recognition materials.
  • Support the management of the recognition platform and promote its effective use across the Organization.
  • Coordinate with suppliers and manage inventory of recognition items (tangible and non-tangible), including updating and redesigning materials such as pins, plaques and trophies as required.
  • Support enhancements to nomination processes in line with established frameworks and guidelines.
     
Function 3 (incl. Expected results)

Provides administrative and HR operational support for career development and talent mobility programmes, achieving results such as: 

  • Support administrative and coordination support for the implementation of Talent Mobility framework and processes.
  • Assist in maintaining tools and tracking mechanisms that provide visibility of internal career opportunities.
  • Assist in the development or update of career development resources (career guides, presentations, toolkits).
  • Assist in activities under the mentoring programme, including mentor–mentee communication follow-up, tracking participation, and evaluation of participant experience.
  • Support the organization of career development events such as career talks, workshops, individual career consultations, or the ICAO Career Week.
  • Follow up with stakeholders to ensure timely completion of required actions and documentation.
     
Function 4 (incl. Expected results)

Provides HR administrative and operational support in the implementation of talent and organizational development in compliance with ICAO rules, regulations and HR policies and guidelines, achieving results such as

  • Process vendor entries, purchase requisitions (PR), purchase orders (PO), receipts and related transactions in the Quantum HCM system.
  • Support procurement and tender processes in coordination with relevant administrative units.
  • Maintain financial, activity, and implementation tracking tools.
  • Coordinate team tasks, meetings, timelines and follow-up actions across the portfolio.
  • Ensure proper documentation, filing and record management for all Talent and OD initiatives.
  • Provide implementation and communication support across a broad range of Talent and Organizational Development activities.
     
Function 5 (incl. Expected results)

Provides effective support and coordination of activities related to workforce insights, surveys and HR reporting, achieving results such as:

  • Collect and consolidate information related to workforce planning, talent management and organizational development activities.
  • Prepare routine summaries and reports on programme implementation and status.
  • Maintain tracking tools and ensure information is accurate and up to date.
  • Coordinate inputs from relevant units and ensure timely submission of required reports.
  • Support documentation and consolidation of results across Talent and Organizational Development initiatives.
 
Function 6 (incl. Expected results)
  • Performs other related duties, as assigned.
     
QUALIFICATIONS AND EXPERIENCE
 
Education
 
Essential
  • High school diploma or equivalent is required.
Desirable
  • A Diploma of College Studies (DEC), or equivalent.
  • Additional training or certification in human resources, business administration, public administration, organizational psychology or a related field. 
     
Professional experience
 
Essential
  • A minimum of six (6) years of progressively responsible experience in human resources management or a related administrative field, within an international organization, Government or any large public sector organization. 
  • Experience supporting the implementation and administration of HR programmes or initiatives, such as employee engagement, recognition, career development, talent mobility or workforce planning.
  • Experience coordinating activities across multiple stakeholders and organizational units.
Desirable
  • Experience using enterprise systems and HR information systems, including the preparation and follow-up of administrative and procurement transactions (e.g. vendor records, purchase requisitions, purchase orders and related documentation).
     
Languages
 
Essential
  • Fluent reading, writing and speaking abilities in English.
Desirable
  • A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).

CONDITIONS OF EMPLOYMENT

Please note that this is a locally-recruited position and restricted to Canadian Citizens, Permanent Residents of Canada and applicants with a work permit.

It should be noted that this post is to be filled on a fixed-term basis for an initial period of three (3) years (first year is probationary for an external candidate).

ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization within the duty station.

ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants. In this connection, ICAO has incorporated the 2013 Standards of Conduct for the International Civil Service into the ICAO Personnel Instructions.

The statutory retirement age for staff entering or re-entering service after 1 January 2014 is 65. For external applicants, only those who are expected to complete a term of appointment will normally be considered.
