Working with in-country partners, IRRI develops advanced rice varieties that yield more grain and better withstand pests and disease as well as flooding, drought, and other harmful effects of climate change.
Job Purpose

The HR Business Partner - Learning and Development will develop curriculum aligned to IRRI’s strategy and leadership, provide advice on IRRI’s performance management framework, policy, and practice, work closely with the line management across the organization and have a full understanding of their units and training requirements, facilitate learning interventions, and work collaboratively with clients/stakeholders by coaching and developing IRRI people to enhance their knowledge and skills.

This position will be based at the IRRI Headquarters, Los Baños, Philippines and may only be filled by permanent citizens of the Philippines.

Roles and Responsibilities
  • Lead in formulating and recommending forward-looking learning and development strategies or improvements that are integrated and aligned with the institute’s objectives, e.g., new employee orientation, leadership development, mentoring, and coaching
  • Identify, recommend and develop annual L&D programs that are aligned with IRRI’s key organizational objectives through a structured and collaborative approach
  • Ensure the integrity and effective implementation of the organization’s Performance Management system by monitoring the program, retrieving and analyzing data, and leveraging insights to identify learning and development needs while linking individual and group contributions to the achievement of IRRI’s overall goals and objectives
  • Facilitate learning interventions (in-person, virtual, and hybrid) for diverse and multidisciplinary audiences
  • Act as first point of contact for all learning, development, and performance concerns and provide advice and recommendation to stakeholders on staff capacity and skill development and take implementation forward.
  • Develop and strengthen partnership across the Human Resources Unit to facilitate delivery of value-added services to management and employees
  • Facilitate, nurture, and deliver improved knowledge management behaviors and practice by developing relevant and compelling communication materials related to learning and development, e.g., content for website, written information and documentation, and presentation for face-to-face information sessions
  • Plan for outputs by owning and driving the work plan for learning and development, operationalizing the L&D strategy, monitoring its progression, and making adjustments when necessary
  • Sustain standards of performance and ensure compliance of stakeholders to the performance management process
  • Stay abreast of developments in the learning and development field, and in performance management, providing recommendations to improve service delivery
  • Administer and manage expansion and implementation of Learning and Development framework
  • Collate development-related information from the Annual Appraisal exercise
  • Support other organizational development initiatives as directed by the Head of Human Resources and Organizational Development
Qualifications
  • Bachelor’s Degree in Human Resource Management, Learning & Development and other related discipline. Advanced degree preferred.
  • Has a minimum of five years relevant work experience in the field of Human Resources and/or Learning and Development
Skills Required

Mandatory

  • Demonstrated experience in driving learning needs assessments (LNA) at individual, team, and organizational levels, informed by performance management data, stakeholder consultations, and organizational priorities
  • Strong experience in learning design and development, including the creation of blended learning solutions (in-person, virtual, self-paced, and hybrid)
  • Knowledge of and familiarity with performance management principles and processes, including how development plans link individual capability, people practices, and organizational performance beyond compliance or process requirements
  • Strong experience in project managing multiple L&D initiatives, including planning, coordination, timelines, resource management, and delivery
  • Demonstrated ability to engage and collaborate with senior leaders, managers, researchers, HR partners, and external providers in a matrixed, international environment, with strong critical thinking and problem-solving capabilities

Preferred

  • Experience developing and implementing learning evaluation plans, including defining success indicators, designing evaluation tools, analyzing results, and applying insights for continuous improvement
  • Experience overseeing the development and quality assurance of learning materials, such as facilitator guides, participant resources, and digital learning content non-profit organization
  • Familiarity with LMS reporting and learning data to support evaluation, evidence-based decision-making, and continuous improvement of learning programs.
