Job Description

The Position:

TThis National Professional (NOB) position is for a Programme Analyst in Supply Chain Management based in Dili, Timor-Leste. Under a one-year Fixed-Term appointment, the incumbent will report to the Head of Programme and lead the strategic oversight of the Sexual and Reproductive Health (SRH) supply chain.

The core mission is to ensure Commodity Security by strengthening national systems for forecasting, procurement, and "last-mile" delivery of essential medicines. Key requirements include an Advanced Degree (Master's) and at least two years of substantive experience in health commodity quantification, logistics information systems, and partnership coordination at the national level.

Job Purpose:

The Programme Analyst: SRH Supply Chain Management position is located in UNFPA Timor-Leste Office in Dili. He/she reports directly to the Head of Programme and works
closely with the Country Office programme and operations team. The Programme Analyst will support the Country Office in strengthening national forecasting/quantification,
procurement and supply planning, introduction of new products, and strengthening downstream supply chain management, ensuring “end-to-end" visibility and effective
distribution and management of commodities, and identifying, troubleshooting, and implementing remedial action plans from the Last Mile Assurance (LMA) process
recommendations for the country. She/he will apply an integrated health system strengthening approach to support the government of Timor-leste and other relevant partners, for building a resilient supply chain required for sustained and equitable access to and delivery of sexual reproductive health (SRH) commodities. The Programme Analyst will work closely with the Ministry of Health, National Institute of Pharmacy and Medical Products (INFPM), National Directoriate of Pharmacy and Medicine (DNFM) and other national and local institutions.

You would be responsible for: 

The main technical and programmatic roles and responsibilities include:

A. Strengthen Supply Chain System

- Improve the mLMIS system in collaboration with the Government and other development partners to ensure national wide geographic coverage and optimal
utilization through planning, monitoring, validation, and reporting at national and sub-national level.

- Contribute to capacity building of MOH and relevant institutions for building an effective supply chain management system and data driven distribution of SRH/FP
commodities, including for improving availability and management of stocks at the last mile.

- Provide technical assistance in capacity building for the forecasting/quantification as well as development and validation of national supply plan, and guidance on
distribution, inventory, and warehouse management, in line with national and international standards.

- Facilitate the Country Office in implementing all components of the Last Mile Assurance (LMA) process, including In-Country Assessment, Quarterly Stock
Review, Supply Chain Overview, and Supply Chain Risk Assessment for SRH commodities.

- Safeguarding, management and use of the supplies, either through capacity building initiatives, risk mitigation efforts, and/or increased oversight.

- Support the development of the Health System Strengthening (HSS) Application, monitor its implementation, and report on progress on a quarterly basis

B. Strengthen evidence-based advocacy for increasing government financial commitment to reproductive health including FP programmes.

- Provide technical leadership for creating an enabling policy environment for increased and sustainable domestic financing for RH/FP programmes;

- With technical support from the regional office, coordinate CO efforts to generate evidence on SRH/FP investment cases, and develop materials and messages for
evidence-informed advocacy and policy engagement;

- Develop and implement advocacy strategy/action plan with support and contributions from the regional and CO teams. Organize advocacy and engagement activities with various stakeholders including high level government officials and parliamentarians for increased domestic financing and investment in SRH/FP programmes.

- Support the Government to procure SRH/FP commodities through UNFPA’s Third Party Procurement modality and ensure that Timor-Leste benefits from the UNFPA’s
MATCH Fund.

- Support the CO in advocating with the Government for making national commitment to advancing FP and joining FP2030 partnership, and facilitate South-South learning and knowledge exchange on domestic financing modalities for SRH/FP.

C: Support realization of rights-based RH/FP and expand method-mix

- Provide technical advice to the Government for competency-based provider training curricula to ensure service readiness for new or lesser used methods and promote right-based FP and expanding method-mix.

- Develop evidence-based advocacy briefs highlighting the health, rights, and economic benefits of an expanded method mix.

- Ensure that the new family planning guidelines and FP training packages integrate the right-based FP approach and promote method-mix, and support the implementation of the FP guidelines.

Qualifications and Experience: 

Education:  

Advanced degree in Public Health, Medicine, Pharmacy, Social Science, Public Management, or related field.

Knowledge and Experience: 

● A minimum of 2 years of relevant professional experience, including experience of managing partnerships and/or coordination at the national level.

● Minimum of two years of substantive experience in health commodity quantification, forecasting, supply management, commodity security, warehousing, distribution, logistics information systems.

● Demonstrated experience and successful track record in public health SCM strategy and network design creation and implementation.

● Experience providing technical support on public health SCM in development and humanitarian environments.

● Experience in developing analytical tools for management reporting and performance metrics in supply chain.

● Understanding and knowledge of the principles and operational aspects of integrated SRH health care

● Demonstrated experience in Results-Based Management (RBM) and monitoring and evaluation (M&E) tools and methodologies.

● Strong interpersonal skills and capability to develop and maintain diversified partnerships.

● Familiarity with UN agencies procurement and supply chain management policies, and guidelines is an asset.

Languages: 

Fluency in English, both oral and written, is required.

Appointment, Compensation and Benefits:

The initial fixed-term appointment of a staff member shall be for a period of one year. A fixed-term appointment may be renewed, subject to satisfactory service.
