Job Description

The Position:

The Programme Analyst analyses and assesses relevant global, regional and national political, social and economic trends, guiding and facilitating the delivery of UNFPA initiatives in the areas of family planning and supply chain, including project design, implementation and evaluation, joint programming initiatives and national development frameworks.

 The incumbent will report to the UNFPA Programme Specialist, Sexual Reproductive Health / Humanitarian.

Job Purpose:

The incumbent is expected to work within a large and complex Ghana Country Office environment to strengthen national and community systems to deliver high quality comprehensive sexual and reproductive health care services in direct alignment with 8th Country Programme Output 1.  You will collaborate with multi-sectoral entities particularly government, civil society and the private sector to plan, implement, monitor, and evaluate strategies to ensure sustained and equitable access to quality reproductive health commodities, including contraceptives and life-saving maternal health medicines to women, young people and vulnerable populations.

You would be responsible for:

Policy Dialogue and Technical Support

  • Engages in policy dialogue with the Government, UN system, and other development partners and ensures positioning of family planning and supply chain in relevant policies, strategies and plans, and within Family Planning UN system wide initiatives and frameworks.
  • Keeps abreast of any policy and/or technical developments and international good practices and learnings in the family planning field and drives new thinking and areas of innovation in programming among relevant counterparts and partners and UNFPA personnel at all levels.
  • Represents UNFPA in relevant family planning related technical fora of government, civil society, academic institutions and other partners and participates in various technical advisory/working groups and in interagency task teams to position family planning.
  • Provides technical support to relevant Government and other partners as well as UNFPA personnel at national and regional level in developing, updating and implementing national policies, strategies, technical guidelines, operational plans, manuals, clinical protocols, guidelines and training packages in family planning
  • Contributes to the design of the country programme and projects related to family planning and supply chain, ensuring that selected interventions position UNFPA as thought leader in the area of family planning, including UNFPA’s leading comparative advantage in procuring quality contraceptives to support public sector reproductive health care delivery. 
  • Ensures state-of-the-art research findings and learnings are properly integrated within UNFPA-supported policies and programmes and promotes an integrated approach linked to other relevant thematic areas of work in UNFPA.

 

 B.      Advocacy and Resource Mobilization

  • Contributes to examining the political, social and economic environment and implications for UNFPA’s work in Family Planning/SRH and advocates for increases in Government budgetary allocations and expenditures for family planning including procurement of contraceptives
  • Advocates for private sector support for family planning including procurement of FP commodities; and supports the functioning of private sector FP TWG to implement SMART advocacy action plans in collaboration with regional and global SMART advocacy and health financing forums.
  • Advocates for the integration of UNFPA-support evidenced-based good practices within national systems and processes and engage in strategic partnerships with other External Development Partners to accelerate the sustainability of family planning interventions.
  • Provides technical support to generate information and evidence for policy advocacy and to influence government, non-governmental counterparts, and other partners to accelerate the achievement of Ghana’s FP2030 and other national family planning goals at national, and regional levels
  • Participates in inter-agency thematic group meetings to ensure UNFPA interests are prioritized; and identify specific areas for support, building on UNFPA comparative advantages and UNFPA programmatic objectives in the country.
  • Contributes to the advocacy and resource mobilization strategy of UNFPA Ghana by exploring funding opportunities, including from the public and private sectors; maintains partnerships at technical level with donors and key stakeholders; and supports the preparation of relevant documentation, i.e. concept notes, project proposals that are innovative and demonstrate potential for high impact, best practices and lessons learnt, 
  • and communication materials.
  • Provides technical inputs for the production of high-quality communication and SBC materials for family planning advocacy and for promoting visibility of UNFPA’s work and achievements, including preparing technical briefs, thematic reports, and talking points/statements, as required.

        Supply Chain Functions

  • Supports strengthening of health supply chain systems by working with government and partners on upstream and downstream electronic supply chain functions including interface and interoperability of the Global Family Planning Visibility Analytics Network (GFPVAN) and the Ghana Integrated Logistics Management Information Systems (GHiLMis)
  • Works with government and partners to develop annual reproductive health commodity procurement plans in collaboration with UNFPA Supply Chain Management Unit;
  • Supports strengthening of national contraceptive forecasts and quantification processes for reproductive health commodities integrating national HIV condom requirements; 
  • Ensures timely procurement and delivery of commodities in alignment with mutually agreed expected time of arrivals to avert stock outs
  • Supports efficient inventory management at UNFPA country office and with partners, including strengthening of national last mile assurance systems ensuring visibility, accountability, proper management and safeguarding of procured items to the last mile. The incumbent provides support for inventory certifications, mandatory commodity spot checks and audits resulting in improved health supply chains
  • Comply with mandatory reporting and shipment tracker uploads in a timely manner per timelines contained in the UNFPA Supplies Partnership Policy and Procedures
  • Keeps abreast with changes/updates in Supplies Policy and Procedures and shares same with relevant partners 

 C.        Programme Management and Coordination

  • Manages the UNFPA Supplies Partnership Programme including the development of work plans with implementing partners; raising red flags, maintains oversight on quality programme delivery; and provides quality assurance.
  • Undertakes supportive results-based monitoring and reporting under the maternal health programme including timely submission of progress and other reports, as required.
  • Contributes to the documentation of lessons learned and best practices related to UNFPA’s work in family planning and supply chain, for optimal results.
  • Strengthens partnerships and collaboration with the Government, civil society actors and External Development Partners through supporting effective coordination mechanisms. 

D.         People Management & Leadership:

  • Directly supervises the SRH Unit Programme Assistant in line with programme objectives, ensuring an open line of communication with supervisee and colleagues for synergies across programming activities
  • Actively participates in CO Programme Meetings and and SRH Unit team meetings.
  • Undertakes capacity building among project staff and counterpart government institutions on issues pertaining to reproductive health.
  • Manages the performance and development goals of the Programme Assistant to ensure optimal performance; identifies and remedies performance gaps.

Any other duties as assigned by the supervisor from time to time in consultation with the management.

Qualifications and Experience: 
 

Education:  

  • Master degree in Public health, Medicine or other related social science field.

Knowledge and Experience: 

  • Five years’ professional experience in the field of Reproductive Health.
  • Experience in programme/ project management including experience in large multi-sector projects, designing and appraising proposals and actively liaising with relevant and potential project partners, including civil society and private sector.
  • Practical experience in design, monitoring and evaluation of development projects.
  • Field experience is an asset. 
  • Prior experience in the UN system is an asset.
  • Experience using Microsoft Office software packages, Cloud applications, like Google Suite, and web-based ERP management systems, such as, the Oracle, Quantum, QuantumPlus, Quantum PowerBI, etc.
  • Some experience in health financing will be an added advantage

Languages: 

Fluency in English; knowledge of other official UN languages, preferably French is desirable.
