1. Objective of the assignment
The purpose of this request is to outsource IT consultancy services as required in following sections to perform UI/UX mock-ups and data element structure required to create the Global IP Assignment Platform (GIPAP). The platform is the property of WIPO and is developed under the responsibility of the Standards Section, International Classification and Standards Division, Infrastructure and Platforms Sector.
IP owners should currently file IP transfer (assignment) documents in IP Offices which their IP rights are registered to secure IP ownership rights and preserve licensing and enforcement rights. Different jurisdictions impose different requirements which lead to increased costs for users, redundancy in documentation, opportunities for error, and prolonged administration procedures.
Upon request, WIPO, in cooperation with several IP offices and IP industry associations, is currently evaluating the feasibility of creating a global platform for IP right holders to file and manage IP assignments. The proposed GIPAP would enable stakeholders to file and manage IP assignments in participating IP Offices using a central electronic portal and a single, common assignment form. Assignment records would be stored in a common database allowing for improved administrative efficiency for stakeholders, reduced costs, and greater transparency for the public.
The purpose of this assignment is to provide the necessary consultancy services required to provide UX/UI mock-up and the data element structure required to provide this system, which will visualize the workflow along with associated data which will be generated and consumed by different actors such as IP offices, right holders, legal representatives and WIPO admin.
2. Deliverables/services
The following high-level deliverables are considered during this assignment:
a) A semi-functional UX design deliverables and mock-ups of the Global IP Assignment Platform and related UX activities (interactive prototyping, A/B testing…) using Figma
b) Support in producing data element structure for the systems’ database definition
c) Support in defining use case
For an effective and timely delivery, these deliverables have been broken down to the following itemized deliverables as follows:
The timeline and prioritization of deliverables will be defined and adjusted in consultation with the supervisor throughout the assignment.
All deliverables will be assessed according to their appropriateness and quality as per usual WIPO practice, including the quality and timeliness of draft or final deliverables.
3. Reporting
The consultant will report to the Global Identifier Project Manager on a weekly basis and to the Head of Section, as required, particularly when reviewing draft and consolidated versions of deliverables.
The contractor will also provide regular progress updates and participate in periodic meetings with the supervisor and relevant stakeholders to ensure proper monitoring of the assignment and timely delivery of the agreed services.

Education and Certification: Relevant bachelor's or master's degree, such as Computer Science, Information Systems, Software Engineering, or similar
Skill Set - Required experience:
Experience: 5 years of experience as UX/UI designer, within which:
Demonstrated experience in projects linking systems across multiple organizations
5. Duration of contract and payment
The contract is expected to run from the date of signature, tentatively planned for 9 March 2026, until 8 May 2026. The assignment is expected to require up to 40 working days during this period.
Applicants are requested to provide an indication of their remuneration expectations as a daily rate in Swiss francs (CHF).
Payment will be made on a monthly basis, upon submission and approval of invoices reflecting the actual time worked and deliverables completed.
6. Assumption and constraints
(i) WIPO will provide a draft list of use cases, the data fields and overall structure, as well as high-level business workflow.
(ii) WIPO will provide a template based on Figma Make for official use and compliance with WIPO Universal Look and Feel (ULF). The consultant will be onboarded to a dedicated team to work directly on the template.
(iii) WIPO will provide common IT tools for communication and office work (AWS Workspace, MS Office suite, MS Visio and MS Teams).
Constraints of the project include:
(i) Business requirement constrains, necessary for compliance with regulations, guidelines and practices of the partners or other stakeholders in using (digital) identifiers;
(ii) Technical constraints, following WIPO recommendations for user-interface design and WIPO (ULF) and WIPO whitelisted application and system architecture.

ICS Consultants fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules. The Consultant has no entitlement to vacation or sick leave, except for WIPO official holidays, or to medical insurance or staff pension. Absence from work will be unpaid.
