Position Overview

The Human Resources (HR) Officer reports to the Finance & Ops Director. This position will support the ACHIEVE Liberia MNCH activity, implemented by Pact as part of the ACHIEVE project, a global project funded through the U.S. Department of State. The activity addresses existing maternal and child health gaps in Liberia, supports the Government of Liberia to improve maternal child health outcomes, and supports interventions and priorities that will improve availability of and access to critical lifesaving maternal and child health services.

This position will be responsible for the recruitment of staff as well as core HR functions. Key responsibilities will include payroll administration including capturing of payroll inputs, providing and

ensuring compliance to Pact’s HR policies and procedures, and Liberian labor laws.

Key Responsibilities

  • Recruitment and selection of staff including drafting job adverts, screening applicants, shortlisting, coordination of interviews and compiling interview reports.
  • Preparation of offer letters, contracts, organogram, job descriptions, leave, skills reports etc;
  • Payroll Administration including capturing of payroll inputs on the Payroll System.
  • Admin, including capturing of payroll inputs on the employee Benefits including Medical Aid, Provident Fund, Education Allowances etc.
  • Maintain the filing system and safekeeping of employee records including any other HR activities
  • Capturing of timesheets and proper leave administration
  • Ensure compliance with HR Policies, Liberian legislation, and Pact’s internal policies
  • Planning for performance reviews with supervisors and follow through with staff development plans
  • Maintaining data bases in compliance with Pact DC requirements

Basic Requirements

  • Master’s degree and 5+ years relevant experience or equivalent combination of education and experience OR
  • Bachelor’s degree or National Diploma in Human Resources Management or a related field.
  • A Certificate in Human Resources with at least seven (7) years of relevant HR experience will be considered.
  • Minimum five (5) years of progressive work experience in HR administration.
  • Previous experience working with an NGO or international development organization funded by the U.S. government.
  • Demonstrated experience in payroll administration and use of payroll systems.
  • Good knowledge of Liberian labor laws and HR legislation.
  • Strong organizational skills with the ability to manage deadlines effectively.
  • Strong team player with excellent interpersonal and communication skills.
  • Ability to work under pressure and take initiative in resolving problems.
  • Ability to work independently in a high-profile, fast-paced, and multitasking environment.
  • Excellent working knowledge of Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
  • Must be a Liberian national or have legal authorization to work in Liberia, with fluency in English (written and spoken).
  • Must have a valid driver’s license and be willing to travel as required.
