What You'll DoRTI is seeking a Human Resources and Administrative Officer for a 5-year Department of Agriculture (USDA) Food for Progress (FFPr) program in Ethiopia. This Food for Progress program will use a market driven, U.S.-led value chain approach to transform Ethiopia’s sunflower sector and benefit U.S. businesses by addressing key productivity, market linkage, financing, and policy constraints identified by public and private actors. The Human Resources and Administrative Officer is responsible for managing the Human Resources administration for the project and supporting the team in day-to-day administrative activities. S/he will be responsible for maintaining functions such as recruitment, personnel policies, and regulatory compliance, recommending and administering effective personnel policies and procedures aligned with RTI and legal requirements and HR best practices. The Human Resources and Administrative Officer will also support administrative tasks for project operations including filing, coordination, and inventory management. This position will be based in Addis Abba, Ethiopia and will report to the Finance and Administration Manager. Your primary responsibilities will include but not be limited to: Human Resources:Review, disseminate, and ensure full compliance of HR policy guidelines and country employee handbooks in tandem with local labor laws, client rules and regulations, RTI policies, values, ethics, procedures and strategies.Organizes and manages recruitment processes for full-time and STTA positions including finalizing job descriptions, advertising vacancies, screening candidates, scheduling and participating in interview panels, and processing documentation for offers and deployment.Provides HR operations support to the project including compensation and benefits management, HR information management, performance management, conflict resolution, HR communications, regulatory filings, and personnel file compliance.Maintain HR (including non-personnel) files; Track and compile the project leave schedules/records, setting up all staff absence by receiving and filing PTO authorizations, performing the functions of absence monitoring and recording; Advise staff on their leave entitlements.Maintain accurate records of pension management activities, including coordination and follow-up with the pension agency for newly hired employees. Facilitate pension ID as needed.Provide advice and ensure proper staff performance and talent management processes and practices, including RTI’s Dynamic Development program. Assists in fostering project staff learning initiatives with the consultation of Regional HR.As the focal person, ensures the effective onboarding of newly hired staff and facilitates ongoing training as appropriate. Administration:Establish and maintain an efficient filing system of project documents specific to the project according to the established filing system of the project.Manage project fleet operations by coordinating vehicle usage, monitoring maintenance and insurance documentation, tracking fuel consumption, and ensuring timely, accurate completion and reconciliation of vehicle log sheets in line with donor and RTI policies.Support coordination for internal and external meetings, such as candidate interviews and client meetings.Handle logistical arrangements for meetings and workshops i.e., preparation of training materials, request for workshop supplies, arrangement of travel and lodging accommodation of participants, as applicable and necessary;Assist in the collection/collation of data or information needed in the preparation of reports, as necessary, including collection and encoding of Attendance Sheets.Maintain the inventory system of non-expendable and supplies according to RTI procedures including office supplies and equipment (computers, photocopiers, and telephones). Monitor and coordinate supply requests.Maintain petty cash and make petty cash payments.Perform other duties as assigned. What You'll NeedRequired Skills and Qualifications: Master’s degree and 1 year of relevant experience or Bachelor’s Degree and 3 years of experience or equivalent combination of education and experience. HR certifications a plus.Demonstrated knowledge of HR policy, local labor laws, and the rules and regulations of donor-funded organizations. Experience working on US-government funded projects a plus. High degree of professionalism, discretion, and cultural sensitivity. Ability to maintain confidentiality of project and RTI information. Strong attention to detail, accuracy, and organizational skills with ability to be flexible and work well under pressure in a multi-tasking environment. Strong interpersonal/relationship building skills. Strong influencing and coaching skills with the ability to communicate well within and across diverse groups and perspectives.
