Project Context and Scope

The project “Addressing Emerging Threats Related to Trafficking in Persons in the Republic of Moldova”, implemented by the International Organization for Migration, Mission to the Republic of Moldova, aims to address the emerging threats posed by technology enabling trafficking in persons (TiP) and connected crimes in the Republic of Moldova.

State‑guaranteed lawyers play a critical role in ensuring access to justice for victims of trafficking, a field defined by evolving legal standards, complex procedural requirements, and continuously emerging exploitation patterns, including those exacerbated by crises, migration dynamics, and digital technologies. In this context, it is important for state lawyers to stay aligned with updated legal frameworks and victim‑centered procedural approaches, which constitute key pillars of Moldova’s prevention and protection efforts. Continuous training ensures that lawyers remain equipped to correctly identify trafficking indicators, safeguard victims’ rights, and engage effectively with multidisciplinary partners, thereby strengthening the overall national response.


 
Organizational Department / Unit to which the Consultant is contributing

 

Protection Unit of the IOM Moldova; PX.0418 - project “Addressing Emerging Threats Related to Trafficking in Persons in the Republic of Moldova”. WBL to be used is 2:1:3:001

Tasks to be performed under this contract
  • Conduct two two-days training sessions for two groups of state lawyers on legal assistance for victims of trafficking;

  • Develop and update comprehensive training materials (presentations, agenda, pre‑ and post‑training questionnaires, case studies, and other tools) aligned with the guide for lawyers providing state‑guaranteed legal assistance to victims of trafficking, ensuring that all content reflects current trafficking trends and modern approaches to victim‑centered legal assistance.

  • Deliver the presentation and moderate the trainings.

  • Provide feedback on the event.

  • Provide a comprehensive report on the event which includes an analysis of the pre and post questionnaires and propose additional CT activities upon request.

  • Steering conversations about the learning materials.

  • Guiding the participants through each of the steps of the process from the beginning to the end of the event.

  • Creating and maintaining a safe and open environment for sharing ideas and encouraging respect for the ideas voiced during facilitation.

  • Strictly adhere to IOM Standards of Conduct.

  • Keep all information confidential.

  • Perform any other duties that may be assigned. 

 
Performance indicators for the evaluation of results

 

The performance of work will be evaluated based on the following indicators:

  • Completion of tasks specified in ToR.

  • Compliance with the established deadlines for submission of deliverables.

  • Quality of work (consideration of international human rights standards, precision, comprehensiveness, accuracy). 

Required Qualifications and Experience

Education

  • University degree in the field of Law, Criminal Justice, or other relevant field;

Experience

  • At least, 10 years of practical experience in legal profession (e.g. lawyer, prosecutor or judge);

  • Strong knowledge of Moldovan criminal procedure, including evidentiary standards, procedural safeguards for victims;

  • Solid understanding of both national and international legal frameworks governing trafficking in persons;

  • Hands-on experience in working with specific human trafficking cases in the context of the Republic of Moldova.

  • Familiarity with the National Referral Mechanism (NRM) and practical collaboration with multidisciplinary anti‑trafficking teams.

  • Experience working with or representing clients in sensitive, trauma‑related cases, using a victim‑centered and rights‑based approach.

  • Proven experience of involvement in teaching activities;

  • Experience of work with international organizations, in particular the UN Agencies, would be an asset.

  • Excellent communication and coordination skills;

  • Ability to translate complex legal concepts into practical training content, accessible to lawyers;

  • High responsibility, self-motivation and self-management, efficiency and tendency to the achievement of result.

  • High level of discretion, integrity, sensitivity and respect for diversity.

Languages

Fluency in Romanian, Russian, working knowledge of English is welcomed.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
