Background:
The World Bank approved a US$100 million concessional loan for Uzbekistan to implement the Innovative Social Protection System for Inclusion of Vulnerable People (INSON) Project. The Project Development Objective is to improve access to and the quality of social services and benefits for vulnerable people in Uzbekistan.

Under Subcomponent 1.2 “Enhancing the Capacity of the Social Protection System to Adapt and Respond to Shocks”, the project supports development and implementation of key building blocks for Adaptive Social Protection (ASP) and a new climate risk and ASP training program.

Output 3 focuses on building awareness of key concepts and principles of adaptive social protection and climate adaptation among social protection officers and relevant stakeholders through a structured training programme, Training-of-Trainers (ToT), and cascading roll-out trainings delivered in person using interactive methods.

Scope of Work:

A. Training delivery in assigned locations (Activity 3.2)

  • Prior to roll-out delivery, participate in a dedicated familiarization/walk-through session on the ASP training modules and materials led by the International ASP Training Expert and the core team (Activity 3.1), including practice of interactive facilitation methods, to ensure consistent delivery across locations.
  • Participate in the pilot presentation of draft training materials to ToT participants in Tashkent city as part of the materials quality assurance process; provide practical feedback on clarity, sequencing, and facilitation feasibility, and flag any parts that require clarification to the International ASP Training Expert/core team for incorporation into the final package.
  • Deliver 3-day ASP trainings for assigned cohorts of participants from INSON centres, using participatory and interactive methods (case studies, group exercises, simulations).
  • Support delivery of the first two modules of the training programme: module “Concept and Elements of ASP - What makes social protection system/programme adaptive?” and module “How to make social protection in Uzbekistan adaptive?” for the NASP and line ministry/agency participants when they join the sessions.
  • Coordinate delivery with master trainers to support cascading knowledge transfer and ensure consistent facilitation quality.

B. Learning assessment and feedback

  • Administer pre- and post-training evaluations and compile results for assigned sessions.
  • Collect participant feedback and propose practical improvements for future training cycles.

C. Coordination and reporting

  • Coordinate with UNICEF, NASP focal points, and the core training team to finalize agendas, session flow and materials needed for each location.
  • Prepare session completion notes and a brief report per location delivered (including key issues and recommendations)

Work Assignments Overview - Deliverables/Outputs - Timeline

  1. Preparation for training delivery - Facilitation plan for assigned sessions and confirmation of materials readiness - Prior to each session (Weeks 5–12)
  2. Pilot materials review (ToT participants, Tashkent) - Participation in pilot presentation of draft materials to ToT participants in Tashkent; brief feedback note with suggested adjustments/clarifications shared with the core team - Week 4–5 (before roll-out)
  3. Evaluations and feedback - Pre/post assessment summary and participant feedback analysis for assigned sessions - Within 1 week after each session
  4. Final report - Consolidated consultant report summarizing delivered sessions, outcomes, lessons learned, and recommendations -Within 2 weeks after

Travel is applicable. 

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: University degree in social policy, economics, public administration, social sciences, climate adaptation/DRR, or related fields.
  • Work Experience:
    • At least 5 years of relevant experience in social protection and/or training facilitation.
    • Demonstrated experience in adult learning and facilitation using interactive methods.
    • Familiarity with Uzbekistan social protection context, including INSON centres, is an asset.
    • Ability to travel domestically to training locations.
  • Language Requirements: Fluency in Uzbek required; Russian preferred.
