The position of Information, Counselling, and Legal Assistance (ICLA) Officer aims to ensure high-quality project implementation at the field level. This includes identifying the most vulnerable households through case assessments, implementing activities to deliver relevant assistance based on identified needs in a timely manner, and supporting the preparation of reports.
Generic responsibilities :
Ensure adherence to NRC policies, tools, handbooks, guidelines, and donor requirements.
Engage and coordinate activities with partners and stakeholders as required.
Prepare and develop status reports as required by management.
Ensure proper filing of documents.
Organize mapping of operational agencies in the areas of interventions and coordination.
Ensure that projects target the most vulnerable right-holders.
Participate in NRC’s staff seminars and training when required.
Promote the rights of refugees and displaced in line with the advocacy strategy.
Contribution to supporting Safe and inclusive programming SIP responsible for implementing SIP standards in Day-to-Day Activities.
Carry out the required administrative procedures such as drafting letters, raising Travel Authority Requests, and Purchase Requests, AOB
Specific responsibilities:
Deliver ICLA services, including information provision, legal counselling, legal assistance, and systematic case follow-up.
Conduct regular field missions to relevant provinces to monitor implementation quality and compliance.
Coordinate and provide technical and operational support to implementing partners; maintain accurate partner logs and trackers.
Monitor project progress and case status, ensuring data quality and timely updates to tracking systems.
Contribute to the drafting and review of legal documents and guidance related to ICLA thematic areas.
Maintain effective working relationships and communication with relevant authorities and external stakeholders.
Support financial processes, including preparation of payment requests and monthly donor reconciliations.
Contribute to internal, donor, and authority reporting (progress, quarterly, interim, and final reports), including cross-CC coordination.
Manage the help desk and legal desk in MPSC and the delivery of their services.
Generic Professional Competencies:
At least 3 years of working experience in a humanitarian/refugee context.
Law degree in the field of international humanitarian or refugee law, or other relevant educational background combined with relevant professional experience.
Documented results related to the position’s responsibilities.
Good knowledge of the Iranian legal system and relevant international legal instruments.
Experience working with refugees in Iran is an asset.
Knowledge of the context in Afghanistan is an asset.
Context related skills, knowledge and experience:
Fluency in English and native proficiency in Persian, written and spoken.
Experience working in complex and volatile contexts.
Strong understanding of protection principles.
Experience working as a social worker is an asset.
Excellent communication and interpersonal skills.
Excellent knowledge of MS Office, including Excel, Word, and PowerPoint.
