TERMS OF REFERENCE

Partnerships and Resource Mobilization Individual Consultant

 (Open for Philippines Nationals Only) 

Hiring Office: UNFPA Country Office – Mandaluyong City, Metro Manila, Philippines
Background and Purpose of consultancy (IC):

Background and Objective:

UNFPA Philippines needs to strategically expand partnerships, optimize resource mobilization, and ensure high-quality program delivery to address sexual and reproductive health and rights (SRHR), gender equality, and youth empowerment within a dynamic context. This requires proactive engagement with stakeholders, robust fundraising, and effective proposal and reporting processes.

Objectives:

  1. Expand Partnerships: Secure new collaborations for UNFPA's mandate.
  2. Enhance Resource Mobilization: Increase funding through strategic planning and donor engagement.
  3. Improve Proposal/Reporting: Ensure high-quality proposals and accurate donor reports.

Scope of work:

Main tasks and responsibilities and Expected Outputs

  1. Review and Update the Country Office Resource Mobilization Strategy
    1. Support the CO management in undertaking the analysis and research on donors’ strategies and priorities.
    2. Conduct analysis of lessons learned and report regularly on fundraising efforts.
    3. Closely liaise with the Resource Mobilization Branch, Division of Communications and Strategic Partnerships in New York, and Resource Mobilization Specialists in Bangkok on related funding issues for the Country Office.
    4. Advise the Country Office on co-financing procedures and guidelines.
  2. Assist the Country Office management with advancing the resource mobilization targets for the current Country Programme.
    1. Support the CO in analyzing and interpreting the political, social, and economic environment relevant to the UNFPA mandate and the financial gaps for the implementation of the CP9, and identify opportunities for UNFPA assistance and intervention.
    2. Actively work with concerned programme units on resource mobilization opportunities based on donors’ strategies and UNFPA mandate.
    3. Support the Country Office management with the development of proposals and ensure the quality of reporting.
    4. Assist advocacy and resource mobilization efforts in the country office by preparing relevant documentation, i.e., project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events.
    5. Closely monitor global, regional, and national calls for proposals related to UNFPA Philippines’ work.
    6. Identify relevant global and regional institutions and strengthen networking for potential areas of cooperation and funding for projects.
    7. Establish and maintain a broad network of contacts to keep abreast of developments and share information.
    8. Assist the CO in diversifying the Resource Mobilization ecosystem, including domestic resources (public and private, IFIs, etc.) and new financial mechanisms.
    9. Regularly update Country Office programme staff on donor requirements and monitor adherence.
  3. Assist the Country Office management in establishing new partnerships for the current Country Programme:
  4. Assist the CO in advancing engagement with the private sector through initiatives such as the Coalition for Reproductive Justice in the Philippines or other activities relevant to the Country Programme.
  5. Actively design engagement activities with new partners, in collaboration with management and the programme units.

The consultancy will be engaged for four (4) months from March, 2026

Monitoring and progress

control, including reporting requirements, periodicity

format and deadline:

Monthly accomplishment report to be submitted to the supervisor at the end of each month, including certification of payment (COP)
Supervisory arrangements: The IC reports to the Country Representative
Expected travel: The Partnerships and Resource Mobilization Consultant is expected to undertake field missions as applicable
Required expertise, qualifications and competencies, including language requirements:

Education:

  1. Advanced university degree in Social sciences, including International Development, International Relations, Public Health, Gender Studies, or other relevant fields with two (2) years of relevant experience.

    OR

  2. A first-level university degree in Social sciences, including International Development, International Relations, Public Health, Gender Studies, or other relevant fields,  with four (4) years of relevant experience may be accepted in lieu of the advanced university degree.

Knowledge and Experience:

  • Experience in fundraising or resource mobilization with donors.
  • Experience in engagement with the private sector is desirable.
  • Fluency in English.
  • Ability to write clearly and concisely.
  • Initiative, sound judgment, and demonstrated ability to work harmoniously with staff members from different national and cultural backgrounds.

 Languages

Excellent interpersonal and communication skills, with fluency in English both orally and in writing.
