Terms of Reference

This is an international position offered under an International UNOPS contract at level IICA 1, and therefore, the vacancy is open to applications of non-nationals of Belize. In addition, candidates with permanent residency in the country will not be considered eligible. Please note that this position is offered for an initial period until 31 December 2026, with possible extension subject to budget, good performance and operational needs.

1. Background

The Associate Data and Information Management Officer will work under the supervision of the Associate Protection Officer, acting as Officer-in-Charge. The incumbent will support the digitalization project by coordinating with government and non-government stakeholders on the development of software for the asylum system in Belize and strengthening the technical capacity of the government IT Unit. The Associate Data and Information Management Officer will also collaborate with staff in Belize and liaise with MCO Panama and the Regional Bureau on data-related matters.

The role encompasses the assessment, design, implementation, and evaluation of data and statistical activities. This includes analyzing the information landscape, defining data needs, designing and implementing data collection, analysis, storage, and dissemination processes, and monitoring and evaluating data management activities.

The Associate Data and Information Management Officer will provide the necessary quality assurance and technical support for the full range of the data and information management and analysis activities; ensure these processes are in accordance with technical standards for data and information management. The Associate Data and Information Management Officer will ensure data and information activities are implemented in line with data privacy policies, global data sharing agreements and data protection regulations; to communicate the status, value and importance of data; to provide the data, information and analysis needed for country reports and analysis; and to identify risks and opportunities based on insights derived from data.

2. Duties

- Coordinate data and information management activities
- Support data and information management activities.
- Contribute to the design and implement data strategies and systems.
- Support the collection, storage, management and protection of data.
- Support consolidation of data systems, including the interoperability of operational data and systems.
- Ensure consistency of data and results for country, global and regional analysis, including cross border analysis and response.
- Support data security, data protection and responsible data-sharing.
- Support the analysis of primary and secondary data for interpretation and evidence-informed decision making.
- Support the monitoring of data and information management activities in offices for integrity, veracity, reliability and credibility and compliance with policies.
- Provide technical and training support to UNHCR staff in Belize and partners.
- Support assessments and situational analysis process with analytical frameworks, data collection, and analysis (standards, methodologies).
- Support monitoring by providing quality assurance to the monitoring methodologies, data collection and analyses.
- Review and assess country or region-specific data systems and needs; provide recommendations to MCO Panama.

Support to the Belize Refugee Department

- Support Refugee Department with the design and deployment of a new case management system with developed functionalities and technological tools that will allow data reporting and information.
- Ensure data governance and systems interoperability, in particular to enhance data visibility and to present data reports internally and externally for reporting and management purposes.
- Support enhancing interinstitutional channels to share data reports reaching higher quality standards.
- Develop refugee statistics reports and all associated processes to be used internally and externally according to Refugee Department’s needs and discretion.
- Support Refugee Department on the software development needed for the solutions and enhancements required as part of the digital transformation.
- Other activities that UNHCR together with Refugee Department determine as priorities.

Support the implementation of UNHCR Case Management and Registration activities

- Assist in the implementation of UNHCR registration activities, for populations of concern in compliance with global and regional protection and inclusion objectives and priorities, ensuring that relevant standards are met, and appropriate methodologies and technologies are implemented.
- Provide technical support to staff on planned registration and digital identity management activities.
- Design appropriate procedures and systems for assurance of quality registration data and conduct regular data quality and audit checks to monitor the accuracy of data collected, as well as a tool for identification and prevention of fraud.
- Establish linkages with key partners to implement appropriate case and data management approaches for efficient, accountable and standardized targeting and delivery of assistance and other programming and protection needs.
- Perform other related duties as required.

3. Qualifications and Experience.
3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree

Essential
