UNESCO invites you to submit in writing consulting proposals for the work assignment described in the following section. For the preparation of this proposal, the elements to be considered are detailed below. In addition to completing the online application (mandatory), you must submit:
1. A technical proposal consisting of:
A detailed and updated curriculum vitae; and
B. An approach and methodology for the task and comments on the Terms of Reference, if any.
2. A financial proposal, expressed in USD, considering the monthly and total consultancy fees.
UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall select the proposal that offers the Organization best value for money.

Two separate files must be sent, one for the technical proposal and one for the financial proposal. The UNESCO Institute for Statistics (UIS) is the official and trusted source of internationally comparable data in education, science, culture, and communication and information. As the statistical office of UNESCO, the UIS supports countries in strengthening their data systems and enhancing the coverage, quality, and use of data for policy and planning.
In Latin America and the Caribbean, UIS works closely with Ministries of Education, national statistical offices, and other partners to ensure comprehensive and accurate data reporting for the Sustainable Development Goal 4 (SDG 4) monitoring framework.
The consultant will support the UIS in enhancing the coverage and quality of education statistics in the region and expanding the availability of data for SDG 4 reporting.
Objectives
General Objective:
Support the UIS to enhance SDG 4 data and statistics coverage in Latin America and the Caribbean.
Specific Objectives:
The consultant will work under the supervision of the UIS Regional Advisor and carry out the following tasks:
Duration: 9 to 10 months
Tentative Start Date: March 2026
Modality: Full-time; hybrid or remote, with flexibility depending on project needs and location of consultant
Reporting Line: UIS Regional Advisor for Latin America and the Caribbean
