About the Role

We are looking for an ECHO Partnership Officer to support the ECHO Partnership Team in delivering the Plan International EULO workplan, with a strong focus on humanitarian funding. In this role, you will help coordinate ECHO funding opportunities across the organisation, support engagement with key EU institutions (particularly DG ECHO), and contribute to ensuring project compliance throughout the design, submission and implementation phases. You will also assist in developing key advocacy messages and monitor data from ECHO‑funded projects to strengthen funding strategies and resource mobilisation. Working under the guidance of the ECHO Partnership Manager, you will play an important coordinating role across Plan’s Country Offices and EU National Offices, acting as a key reference point for internal processes related to ECHO funding.

Key Responsibilities

Strategic Support

  • Contribute to identifying and capitalising on ECHO funding opportunities aligned with Plan Europe’s strategic and thematic priorities.
  • Support influencing and engagement efforts aimed at shaping donor policies and priorities.

Operations & Implementation

  • Monitor and disseminate upcoming ECHO funding opportunities and thematic programmes.
  • Coordinate internal collaboration between National Offices, Country Offices, Regional Hubs and Global Hub colleagues.
  • Support offices throughout the full ECHO grants cycle — from application and design to implementation.
  • Deliver grants‑related training for staff at NO, CO and Regional Hub levels.
  • Carry out quantitative and qualitative reviews of active grants, identifying lessons learned and best practices.
  • Produce monthly updates and policy insights to inform internal teams of funding trends and strategic entry points.
  • Develop tools and guidance to support ECHO compliance and donor engagement.
  • Support humanitarian regional strategies with analysis of ECHO’s regional footprint.
  • Maintain organised databases and shared resources within the Plan ECHO GAM drive.

Outreach & Networking

  • Represent Plan International at meetings with EU institutions (ECHO, EEAS) and civil society networks when required.
  • Participate in VOICE working groups, advocacy events, peer reviews, and sector‑wide fora.
  • Support preparation, coordination, and logistics for Plan’s participation in high‑level events.
  • Assist with organisation of internal convenings and cross-office coordination for external engagement.

Internal Collaboration

  • Work closely with the ECHO Partnership Manager, the broader EULO team, Programme and Influencing colleagues, and Global Hub experts.
  • Ensure alignment with other EU‑facing partnership teams, including INTPA, where relevant.
  • Engage regularly with Country Offices, National Offices, Liaison Offices, Regional Hubs and technical specialists to ensure consistent donor engagement and best practice.

About You – Essential

  • Strong English communication skills, both written and verbal.
  • Knowledge of and/or experience working with DG ECHO or DG INTPA/NEAR (donor compliance experience is an asset).
  • Experience working with NGOs or international organisations, including humanitarian field experience.
  • Solid computer skills, particularly in Excel, Word, Outlook and PowerPoint.
  • Ability to analyse and present quantitative and qualitative data clearly.
  • Excellent organisational, analytical, writing and editing abilities.
  • Able to work independently and proactively in a fast‑paced, multicultural environment.
  • Strong interpersonal and networking skills, with the ability to build relationships across diverse teams.

Desirable

  • Graduate degree or experience in a relevant field (e.g. international development, humanitarian aid, political science).
  • Willingness to undertake occasional travel.
  • French or Spanish language skills.

Location: The office is based in Brussels, Belgium. The post-holder will be expected to come to the Brussels EU Liaison Office a minimum of 2 days per week. You must have the pre-existing right to work in Belgium without restrictions. We will not be able to sponsor any visa applications.

Type of Role: CDI, Belgian 12 month Fixed Term Contract, Full-time (5 days per week, 37,5 hours)

Salary: €3,121 gross per month.

Some additional benefits include - 13th month salary, additional holidays granted by the organisation, meal vouchers, pension scheme and DKV cover, public transport reimbursement, representation fees.
