Context
 
Under the overall supervision of Chief, Human Resources Policy and Staff Relations Division and direct supervision of the Senior Human Resources Officer (Policy and Legal) and in close coordination with the Department of Legal Affairs,  General and Administrative Law Division, and other relevant units, the  Associate Human Resources Policy and Legal Officer will be responsible and accountable for providing support and contributing to legal and HR policy advice, guidance and recommendations related to the HR policies and processes, rules and regulations, and other relevant activities of the Organization.
 
 
  1.  In close coordination with the Senior HR Officer (Policy and Legal), prepare background materials and provide technical inputs in support of  advice and guidance to the Chief, HR Policy and Staff Relations division, and the Director of Human Resources (DHR) on internal justice related matters.
  2.  Assist in organizing the composition of Joint Administrative Review Boards (JARBs);  provide technical information and procedural  guidance to the JARB;  coordinate and process the Administration’s responses to Requests for Review (RfRs) and JARB appeals and related correspondence.  Compile and present  accurate, comprehensive documentation required from DHR on internal justice related matters, including on RfRs and appeals to the JARB, submitted by IOM staff members in close co-ordination with the Office of Legal Affairs (LEG).
  3. Contribute to the analysis administrative appeals received to assess the adequacy of existing HR policies and practices, identify issues and gaps that need to be addressed, propose modifications and improvements to IOM’s HR policies and processes to limit the number of appeals received. Liaise closely with Country Offices on the implementation of advice and decisions on staff relations and internal justice cases.
     
  4. Provide technical and administrative information to IOM managers in respect of relevant human resources challenges associated with administrative review e.g. terminations, non-renewals, rightsizing.  Provide guidance and information on HR policies, as well as of the Staff Regulations and Rules. 
     
  5. Conduct research and support on drafting and implementation of HR policies and guidance material, particularly those related to the administration of justice. Contribute to capacity building initiatives and development of trainings in this regard, including the development of training and communication materials on HR policies, tailoring messages and visuals based on the target audience and the selected platform/medium.
     
  6. Support on the development and roll-out of technology‑driven HR tools linked to HR Policy reforms and digitalization initiatives, particularly in relation to staff relations and internal justice matters, including maintenance and modernization of case management, due diligence checks, data security, confidentiality, and compliance.
     
  7. Keep abreast of HR-related developments in internal justice-related matter, and  assist in preparing and delivering trainings on internal justice related matters to IOM managers and other relevant stakeholders.
     
  8. Perform such other duties as may be assigned. 
     

Education

  • Master's degree in Human Resources, Public Administration, Social or Political Sciences, Law or a related field from an accredited academic institution; or
  • University degree in the above field with two years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

 

Experience

  • Professional experience in human resources and/or legal affairs or a related area, preferably with a focus on  staff relations and labour and/or administrative law, preferably in an international organization, non-profit environment or the public sector;
  • Experience in human resources matters required;
  • Experience in HR Policy and the Administration of Justice, preferably in an international organization, non-profit environment or the public sector desirable;
  • Experience in navigating the International Labour Organization Administrative Tribunal or United Nations Dispute Tribunal/United Nations Appeals Tribunal proceedings desirable; and,
  • Experience in one of the organizations of the UN Common System and field experience a distinct advantage.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written).  Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
 

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments
