Finance Officer

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

Overall purpose of the role

  • Fulfil daily accounting tasks and assist in coordinating financial functions and services
  • Producing relevant financial provisions and reports on a regular basis
  • Support the team in strategic focus and ensure compliance with DRC procedures and guidelines at area level.
  • Contributes to the development of base strategies, which are translated into action plans and day-to-day tasks

DUTIES & RESPONSIBILITIES

  • Manage day-to-day accounting functions, including regular cash verification, cash/bank reconciliation, monthly cashbooks closing, advances’ reconciliation, timely submission of accounts to Coordination Office.
  • Finalize monthly payroll in coordination with HR department.
  • Ensure payments to suppliers and recurrent expenditures are made in a timely manner with the appropriate authorization.
  • Control all the supporting documentation produced in the field office/sub office
  • Brief the Area Support Services Manager on matters associated with finance on a bi-weekly and monthly basis.
  • Work closely with the Area Support Services Manager to ensure that thorough and effective budgetary control is undertaken in North Darfur office and sub offices
  • Oversee the project-end procedures, ensuring that all payments are finalized within the liquidation period and all payments have been made within the project period
  • Ensure monthly meetings are held with project team leaders/lead officers to discuss key issues, reasons for these, and any remedial action that is required.
  • Prepare for local audits in collaboration with Coordination office fielding requests as needed.
  • Ensure that inventory and assets lists are maintained and regularly updated in coordination with logistics department.
  • Monitor and ensure up to date balances in the balance sheet accounts that relate to Central area.
  • Monitor the cash and bank balances and ensure that office is liquid enough to meet the DRC obligations to the third parties.
  • Compile all the cash counts and payments tracker regularly.

SKILLS AND EXPERIENCES

Experience and technical competencies:

  • Minimum 2 years of relevant work experience in financial/accounting field
  • Advanced proficiency in Excel
  • Basic proficiency in PowerPoint and Word
  • Experience in working in NGOs

EDUCATIONAL QUALIFICATIONS

  • University Degree in Finance/Accounting or Business Administration or equivalent professional qualification

LANGUAGES

  • Written and verbal fluency in English and Arabic is mandatory.
