The UNDP Papua New Guinea Country Office invites qualified individuals to submit an offer for the position of Knowledge Management and Communications Consultant to support the delivery of the following activities:

TERMINAL EVALUATION (TE) TEAM COMPOSITION
A team of two independent evaluators will conduct the TE – one international consultant (with experience and exposure to projects and evaluations in other regions) and one national team expert, must be a Papua New Guinean. The international consultant will be designated as the Team Leader and will be responsible for the overall design of the evaluation methodology, providing guidance on the TE mission and workplan with the national expert, writing of the TE report and preparing the audit trail. The National Expert will review regulatory framework and budget allocations, coordinate with the PMU in developing the TE itinerary, and conduct stakeholder meetings and interviews.
The National Consultant will work closely with the International Consultant in supporting any work that needs to be undertaken as laid out in this ToR, and other tasks, as required. The National Consultant will arrange the schedule for the stakeholder interviews in Port Moresby and at the relevant pilot sites and also draft the Mission ToRs in collaboration with the PMU and provide the background information to support the Team Leader, to facilitate for all the relevant consultations to take place. It is important that the National Consultant collates all the relevant information needed for the TE, at the commencement of the contract and provide correct country context as much as possible, with relevant literature source references etc...
The evaluator(s) cannot have participated in the project preparation, formulation and/or implementation (including the writing of the project document), must not have conducted this project’s Mid-Term Review and should not have a conflict of interest with the project’s related activities.
Specific approach
· Desk review, review all relevant sources of information including documents prepared during the preparation phase (i.e. PIF, UNDP Initiation Plan, UNDP Social and Environmental Screening Procedure/SESP) the Project Document, project reports including annual PIRs, project budget revisions, lesson learned reports, national strategic and legal documents, and any other materials such as gender action plan and others that the team considers useful for this evidence-based evaluation. The TE team must review the baseline and midterm GEF Core Indicators/Tracking Tools submitted at CEO endorsement and midterm stages and the terminal Core Indicators/Tracking Tools that must be completed before the TE field mission begins. The Annex B of the ToR provides the list of documents and resources to be reviewed.
· For the interviews, the evaluators will need to design a set of questions aimed at specific category of respondents/project stakeholders. Stakeholder engagement is critical to ensuring the validity and completeness of the TE. Stakeholder consultations should include interviews with all key institutions and groups with project responsibilities or influence, including CEPA, the Treasury, the Provincial Governments (West New Britain, Simbu and East Sepik), Wildlife Conservation Society (WCS), PNG Biodiversity and Climate Fund grantees; executing agencies, senior officials and task team/component leaders, key experts and consultants in the subject area, Project Board, project beneficiaries, vulnerable groups such as people with disabilities and women, academia, local government and Civil Society Organizations (CSO). The TE team is expected to conduct field missions to West New Britain, Simbu and East Sepik Provinces, including site visits to Kimbe Bay, Mt. Wilhem and Sepik Wet Land Conservation areas.
· For each of the target groups, the evaluators will need to propose the approach/tool, e.g., survey, semi-structured interview, focus group discussion, etc. to collect broader stakeholder perspectives on project performance, achievements, challenges, and lessons learned. For example, where cultural norms may restrict women or other groups from speaking openly in public forums, confidential surveys and questionnaires should be used to ensure inclusive and gender-responsive data collection.
· Gender and human rights lens: All evaluation products need to address gender, disability, and human rights issues. Hence, the consultant will need to design the tool allowing the collection of the data to provide the evaluation from those lenses. Where applicable, TE team may use the Gender Results Effectiveness Scale (GRES) method to evaluate project’s contribution.
· The consultant/s are required to propose other approaches and multiple ways of engaging, including target groups disaggregated by gender, age categories, disability, urban and rural to ensure representation of different stakeholders. The Inception Report shall also provide description on the proposed approach/methodology to interpret the qualitative data, and/or the input information received from stakeholders as relevant.
· Data Validation: Data and information collected from different sources and through various means will be triangulated to strengthen the validity of findings and conclusions. The consultant should highlight his/her approach to address this in the inception report. Field visits and onsite validation are essential for corroborating stakeholder inputs and verifying project results, implementation progress, and conditions on the ground.
· Post-data collection debriefing: the evaluators will have a debriefing with project key stakeholders on the preliminary finding after the completion of data collection. The meeting will also serve as an opportunity to identify areas requiring further analysis and any missing information and evidence before the consultant will enter a full synthesis and drafting phase. The TE report must provide evidence-based information that is credible, reliable and useful.
· Reference group: UNDP CO will establish an evaluation Reference Group, which will consist of main stakeholders, such as CEPA, , representatives of focus provinces and beneficiaries. The purpose of the Reference group is to ensure that all available information is taken into account by the evaluators; that the evaluation progresses as planned and in line with its terms of reference; that its factual basis is accurate and complete; that the balance and overall quality of the analysis on which the conclusions and recommendations are based is as robust as possible; and that optimal arrangements are made for feedback and dissemination of the evaluation results. After UNDP CO receives the draft deliverables from the TE team, the deliverables will be shared to the Reference Group. The members of the Reference Group will send back their comments and feedback to the UNDP CO on behalf of the organization/entity they represent. UNDP CO will collect all the feedback and comments and send unified list of comments and feedback to the TE team.
Period of assignment/services: 55 days (Beginning in 27th of February completed by 30 June 2026)
