Organizational Context and Scope
Under the overall supervision of the Chief of Mission, and direct supervision of the Senior Programme Coordinator (Housing/Water, Sanitation, and Hygiene (WASH)), and in coordination with other technical programme specialists, the Programme Officer (Housing/WASH) will contribute to International Organization for Migration’s (IOM) efforts to improve living conditions of crisis-affected population across Ukraine.
The successful candidate will be responsible for the technical coordination and monitoring of all aspects of construction, housing and WASH projects including strategic planning, financial management, team supervision, stakeholder coordination, Monitoring and Evaluation (M&E) frameworks, procurement, compliance, reporting, capacity building, and field operations in accordance with IOM policies and donor requirements.
- Provide technical and managerial oversight for the implementation of construction, housing and WASH-related projects, ensuring operational coordination of financial, administrative and technical aspects in line with IOM policies and donor requirements.
- Manage and mentor project staff, consultants, and oversee relationships with contractors, service providers and implementing partners. Monitor compliance with project partners, staff, and implementing entities. Manage relationships with Implementing Partners (IPs) and consultants to ensure contractual obligations and quality standards are met.
- Monitor budget management, expenditure tracking, and burn rates. Ensure compliance with internal and donor requirements and maintain accountability for financial performance and reporting.
- Establish and oversee M&E Framework with regular reporting and impact evaluation. Lead verification visits, approve intervention methodologies, and analyze data from assessments and post-construction monitoring to support informed programming decisions.
- Identify and timely report any change in priorities, significant events, decisions, problems or risks requiring project adjustments to the Senior Programme Coordinator, proposing appropriate solutions.
- Participate in coordination meetings, technical working groups, strategic discussions with government counterparts, and steering committees with government, United Nations (UN) agencies, International Non-governmental Institutions (INGOs), and Non-governmental Institutions (NGOs). Represent IOM at UN working groups to mainstream migration issues.
- Identify priority areas and contribute to the development of new projects/programmes. Provide technical inputs, analyze evolutions in the local context and needs, and maintain strategic awareness of donor priorities.
- Direct programme implementation through technical oversight, field visits, and engagement with authorities and partners. Oversee technical teams in the field, ensuring complementarity with other essential services and timely, high-quality delivery.
- Coordinate procurement processes with Supply Chain Unit. Oversee bidding processes, approve contractor selections, and monitor performance to ensure quality and timeline compliance.
- Produce quality financial, narrative, and progress reports for donors and stakeholders. Ensure timely submission, compliance, and adequate visibility through updates and press releases.
- Coordinate with other Country Office units for smooth project implementation. Facilitate cross-functional collaboration and maintain programme visibility through monitoring tools.
- Support the Senior Programme Coordinator to liaise with donors, senior management, regional office and external partners. Coordinate all programmatic reporting requirements.
- Contribute consistently to knowledge and information management processes, including the systematic capture, quality control, analysis and sharing of technical data on beneficiary reach, standards, progress, lessons learned and best practices to support programme delivery, reporting and organizational learning.
- Undertake duty travel for coordination, monitoring, and liaison. Address implementation gaps, make strategic decisions to overcome challenges, and escalate critical issues as appropriate.

Required Qualifications and Experience
Education
- Master’s degree in Civil Engineering, Architecture, Construction Management, Environmental Engineering, Water and Sanitation Engineering, Urban Planning, or a related technical field, with at least five years of relevant professional experience in construction, housing and/or WASH programming; or,
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Demonstrated experience in the development and management of construction, housing and/or WASH programmes, including planning, implementation oversight, monitoring, reporting, revision and evaluation;
- Proven experience managing construction and WASH infrastructure projects, including contractor supervision, quality control, compliance with technical standards, and delivery of high-value projects, including through government partnership;
- Experience in budget management, expenditure tracking and financial reporting, with a solid understanding of donor compliance and internal control requirements;
- Experience in coordinating and liaising with government counterparts at national and sub-national levels, UN agencies, international organizations, NGOs and donors;
- Experience in supervising and mentoring multidisciplinary technical teams, consultants and implementing partners, including oversight of performance and compliance;
- Experience in organizing and delivering capacity-building activities for staff, partners or government counterparts related to construction, housing and/or WASH interventions;
- Experience conducting field-based assessments, verification visits and post-construction monitoring, and using findings to inform programme adjustments and decision-making; and,
- Experience organizing and contributing to coordination meetings, technical working groups, consultations and workshops with senior-level stakeholders;
Skills
- Familiarity with humanitarian and recovery programming in complex and emergency contexts, including a good understanding of the Ukraine operational context and challenges;
- Knowledge of UN and bilateral donor-funded programming modalities and reporting requirements, particularly in construction, shelter and WASH sectors;
- Proven ability to provide technical oversight of complex construction, housing and WASH projects, ensuring adherence to approved designs, standards, safety and quality requirements;
- Strong leadership and team management skills, with the ability to coordinate multidisciplinary teams and manage multiple stakeholders in a dynamic operational environment;
- Solid knowledge of procurement and contract management processes related to construction and WASH, including tendering, contractor selection and performance monitoring;
- Strong analytical, conceptualization and problem-solving skills, with the ability to translate technical and assessment data into strategic programme decisions;
- Excellent coordination, communication and interpersonal skills, with the ability to build and maintain effective partnerships with government authorities, UN agencies, donors and implementing partners;
- Good knowledge of human and financial resource management in project-based environments
- Strong drafting and reporting skills, including preparation of high-quality technical, narrative and financial reports for donors and stakeholders;
- Ability to contribute to knowledge and information management processes, including data collection, quality control, analysis and sharing to support programme delivery and organizational learning; and,
- Ability to work under pressure, meet tight deadlines, undertake duty travel, and operate effectively with a high level of autonomy in complex field settings.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) and/or Ukrainian language is an advantage.
