LAO PDR: SENIOR ASSISTANT, RESEARCH AND POLICY

INTRODUCTION TO GGGI

POSITION SUMMARY
  • General. Reporting to the project manager, the “SENIOR ASSISTANT- RESEARCH and POLICY” position plays a critical role in the successful completion of the Lao PDR component of ASEAN-Korea Cooperation on Methane Mitigation (AKCMM).
  • Team composition. The Senior Assistant works closely with four other staff members hired under AKCMM’s Lao PDR component – Methane Mitigation Policy Analyst (project manager), the Project Officer, Senior Associate, Project Assistant – all under leadership of the Lao PDR GGGI Country Representative. These staff members will work as part of GGGI’s Lao PDR country team.
  • In addition to the Lao PDR country team, the Senior Assistant – together with his/her AKCMM project colleagues – will also receive guidance from the Asia Regional Office since AKCMM is a regional project being undertaken in ASEAN Member States. Staff members from the regional office will lead the delivery of AKCMM’s regional elements and share best practices of/lessons learned from other GGGI country teams.

  • Primary role. The Senior Assistant’s main responsibility is to provide both technical and administrative support the Project Manager (Policy Analyst) and project team to complete activities under Output 1, 2, 3, and 4 and thereby contribute to the successful implementation of the AKCMM project activities in Lao PDR. The activities are:
    • Support the set-up of the Governance Mechanism for this project and Methane Reduction in Lao PDR.
    • Support the development of the Methane Reduction Roadmap, action plan and the design and implementation of a capacity building program.
    • Support the gap analysis of Lao PDRs methane emissions inventory including the identification of priority actions and/or low hanging fruits.
    • Analyze and develop recommendations for the existing Methane Emissions Inventory in Lao PDR in cooperation with carbon team
    • Improve methane emissions MRV for key sectors. Based on the findings of the gap analysis and consultation with Lao PDR Methane Reduction Committee (“committee”), implement priority action(s) to improve MRV of methane emissions, particularly in agriculture and waste sectors, in cooperation with carbon team.
    • Support compliance with MRV requirements under the Enhanced Transparency Framework (ETF). This activity involves providing requisite support to the Government of Lao PDR with respect to ETF. The exact manner and form of support should be determined in reference to the gap analysis report but will include training sessions, hands-on coaching, workshops, etc.
    • Secondary roles. The Senior Assistant secondary responsibilities are as follows:
      • Support the project by carrying out related policy reviews and analysis, desktop research, stocktaking, drafting blogs, briefs, and presentation decks for the project.
      • Undertake all tasks required to comply with administrative and reporting rules of the Government of Lao PDR, GGGI HQ, AKCF, and the ASEAN Secretariat.

PURPOSE

The Senior Assistant is supporting the PM with the tasks as described above, but mainly related to Output 1, 2 and 3, the position undertakes both technical and administrative tasks. Specific tasks include, among others,

  • Support Project Manager and other staff members to conduct desktop research, policy analysis, data collection, and stocktaking in relation to methane emissions in key sectors such as agriculture, energy, and waste sector.
  • Support the project manager and staff members in drafting and reviewing the Methane Reduction Plan for Lao PDR, and relevant policies where needed.
  • Assist in organizing project activities such as workshops, meetings, and field visits where needed, including assisting in translation tasks for meetings and field visits where required.
  • Assist in preparing annual and monthly project reports, minutes of meetings, including preparing workshop documents, agenda, presentations for a variety of audiences.
  • Support administrative tasks related to the project activities, including documents to facilitate work related travel, meetings, workshops, and events relevant to the projects.

ENGAGEMENT

The Senior Assistant will engage various stakeholders at times in supporting roles (e.g., national/provincial/municipal government agencies, bilateral/multilateral agencies, research institutions and academia, NGOs, and local communities) related to the project activities by:

  • Support coordinate tasks related to the projects on a day-to-day basis, including engaging with key Laos government counterparts in cooperation, under the supervision of the Project Manager, and output leads.
  • Collaborate with other units and divisions at GGGI, especially the GGGI Lao PDR Operations Unit and other teams for problem solving and sharing lessons learned related to project delivery.
  • Utilize and comply with GGGI’s internal systems and procedures, including information management, account management, and enterprise resource planning.
  • Maintain a good working relationship and share relevant information with stakeholders, particularly government counterparts at an administrative level.
  • Engage on other projects within the Lao Country Program portfolio as need arises.
  • Support stakeholder engagement for the AKCMM project where required

DELIVERY
  • Undertakes policy review, desk and field research as needed to complement project activities, including collection of data from online sources, government counterparts and other stakeholders.
  • Organize relevant meetings, focus group discussions, workshops, and trainings with key stakeholders where appropriate.
  • Support in drafting and reviewing the Methane Reduction Plan for Lao PDR, and relevant document where needed.
  • Preparing annual and monthly project reports, minutes taking, workshop reports, including preparing workshop concept notes, agenda, budget, and presentations for a variety of audiences.
  • Prepare communication material in collaboration with the communication staff, Lao PDR communications team and external communication agencies for wider dissemination, including updating AKCMM Laos website when needed.
  • Support administrative tasks related to the project activities, including drafting of official letters, invitations, reports as well as logistics work related to travel, meetings, workshops, and events relevant to the projects.
  • Ensure project documentation is filed correctly within GGGI’s SharePoint system, and in compliance with internal knowledge management principles.
  • Contribute to the timely delivery of the projects as per the project’s logical framework.

QUALIFICATIONS
  • Minimum of bachelor’s degree in agriculture, environment management, environmental science, climate change, public policy, or another relevant field.
  • At least 3 years of professional experience engaged on agriculture, environmental, climate, waste management, and/or sustainable development projects and activities.
  • Knowledge of resilience and climate change mitigation in the agricultural, waste, and energy sectors will be an advantage.
  • Knowledge and understand of climate and environmental spaces in Laos, with previous experience executing stakeholder engagement activities, across the government, international development agencies and/or private sector.
  • Self-motivated, detail-oriented individual with good organizational and interpersonal skills.
  • Proven analytical and report writing skills are an advantage.
  • Working fluency in English and Lao and ability to translate between the two languages as needed.

WORKING CONDITIONS

The Senior Project Assistant position is an X5 grade level in GGGI’s national salary scale. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision. This is a national position and does not include relocation benefits.

About GGGI Lao PDR. The Lao PDR office started operation in 2017 has grown into a 35+ team of international and nationals experts supporting the Government of Lao PDR with the implementation of a green growth agenda. The Lao PDR office implements a wide range of projects ranging from solid and liquid waste management, GCF Readiness, Energy Efficiency, Sustainable Landscapes initiatives like sustainable forestry, wetland, climate resilient agriculture and more. In Lao PDR GGGI is legally hosted by the Ministry of Finance but has extremely close relations with other Ministries like the Ministry of Agriculture and Environment and with various sub-national entities, district and provincial Governments.

ASEAN-Korea Cooperation on Methane Mitigation (AKCMM). AKCMM is a 3-year, USD 20M regional project aimed at reducing methane emissions at scale in ASEAN Member States (AMS). The project seeks to achieve this objective through the following four interventions (i.e., outputs):

  • Output 1. Developing enabling policies and institutions
  • Output 2. Improving measurement of Methane Emissions
  • Output 3. Designing, financing, and implementing methane reduction sub-projects
  • Output 4. Promoting regional dialogue and partnership
