Background
The Kigoma Joint Programme Phase Two (KJP II) is a multi-agency, area-based initiative implemented by 17 UN agencies in partnership with local authorities in Kigoma Region, Tanzania. The programme aims to strengthen development outcomes and human security for refugees and host communities, building on results achieved under Phase One (2017–2022). Phase Two (2023–2027) adopts an integrated humanitarian–development–peace nexus approach, supporting peaceful coexistence and longer-term stability by aligning refugee and migrant responses with local development planning. KJP II is implemented with the generous support of development partners, including the Governments of Norway and Ireland, among others.
Governance and coordination are anchored in strong Government–UN leadership. The programme is guided by a Steering Committee, co-chaired by the Kigoma Regional Commissioner and the UN Resident Coordinator. Day-to-day coordination is supported by a dedicated Coordination Team under the Resident Coordinator’s Office (RCO), working closely with the KJP Regional Focal Point based within the Kigoma Regional Secretariat.
KJP II targets approximately 2 million people across six districts in Kigoma Region and delivers integrated interventions aligned to the United Nations Sustainable Development Cooperation Framework (UNSDCF). Activities are organized under four outcome areas: People (inclusive access to essential services and protection, including education, health and nutrition, WASH, and prevention of violence against women and children); Prosperity (livelihoods, agriculture and economic empowerment, with emphasis on women and youth); Planet (climate-smart adaptation, natural resource management, disaster risk reduction, and sustainable/renewable energy solutions); and Enabling Environment (strengthened governance systems that are more inclusive, transparent, and accountable).
As KJP II enters its sunset phase from 2025 to mid-2027, the program places greater emphasis on balanced implementation and sustainability to ensure an orderly transition. This period focuses on consolidating achievements, embedding resilience within local systems, and securing development outcomes that endure beyond the project’s lifecycle. Sustainability is advanced through strengthening local capacity, establishing reliable funding channels, and integrating activities into district and regional planning so that benefits remain long-term. The exit strategy highlights phased handovers to local authorities, community-based organizations, and government institutions, with clear milestones for stewardship, budgeting and maintenance of essential services.

Institutional Arrangements
This position is in the Resident Coordinator’s Office (RCO) and is based in Kigoma Region, Tanzania.
Under the direct supervision of the Head of RCO, the UN Coordination Analyst is responsible for leading the overall coordination of the KJP II closure in alignment with the UNSDCF, ensuring that all activities are completed in a timely and coherent manner. This includes overseeing Steering Committee processes by organizing meetings, preparing documentation, and facilitating decision-making. The role also involves consolidating outputs from participating agencies into comprehensive reports and tracking the implementation of final actions to guarantee compliance with agreed objectives and standards. The role also involves supervising two positions: a Programme Associate and a Driver.
