Duties and Responsibilities
The United Nations ESCAP has been providing technical assistance and capacity-building support to its member state Investment Promotion Agencies (IPAs) to support their national and regional investment attraction and promotion work in sustainable development sectors. This project ASEAN Green Investment Catalyst (AGIC) will focus on supporting the implementation of the ASEAN Regional Investment Promotion Action Plan (RIPAP), by boosting institutional capacity and project offerings of investment promotion agencies regionally and nationally to attract investment in green transition sectors. The AGIC programme is funded by the UK Mission to ASEAN under the ASEAN-UK GTF. This project aligns with UN ESCAP’s mission to advance sustainable development and regional cooperation through capacity-building and technical assistance in investment promotion attraction at both the national and regional levels. Through these activities, the ESCAP aims to strengthen both national and regional approaches to investment promotion and attraction aligned with sustainable development objectives. This TOR is for a consultant to support the design and implementation of a mentorship programme for investment promotion agencies (IPAs) in ASEAN, with a focus on strengthening the participation and leadership of women in IPAs. Under the overall guidance and supervision of the Economic Affairs Officer, Innovation, Enterprise and Investment Section of the Trade, Investment and Innovation Division, the consultant will undertake the following responsibilities: • Coordinate activities related to the implementation of the mentorship programme, including liaison with IPAs and other relevant stakeholders, and identification of champions to drive engagement. • Gather feedback from IPAs and women participants to identify priority areas, types of support most beneficial, and opportunities for strengthening collaboration. • Facilitate mentorship sessions, peer-learning exchanges, and capacity-building activities. • Foster networks among women in IPAs to promote mutual support and collaboration. • Provide substantive inputs for the development of the mentorship strategy, including measures for sustainability, continuous engagement, and responsiveness to the evolving needs of participants. • Contribute to monitoring and evaluation of the mentorship programme, capturing lessons learned, good practices. • Support the preparation of social media materials to document and share outcomes of the activities. • Identify and engage additional donor resources for the execution of the mentorship programme, particular in person events.
Qualifications/special skills
• Master´s Degree in Economics, International relations, Environmental Studies, Gender studies, Business, or a related field. Candidates with a Bachelor’s degree will be considered with 2 additional years of work experience. • A minimum of 10 years of progressively responsible experience in advisory, project coordination, and stakeholder engagement. • Extensive experience in women’s economic empowerment, gender equality, and inclusive business practices within international development. • Proven ability to lead multi-stakeholder collaboration and strategic partnerships with governments, UN agencies, the World Bank, NGOs, and the private sector, with application in ASEAN and other diverse regional contexts. • Demonstrated expertise in corporate social responsibility (CSR), private sector engagement, and policy advocacy, including support for SME development and responsible business conduct. • Strong background in fundraising, donor engagement, and resource mobilization, securing significant partnerships and funding. • Expertise in monitoring and evaluation, and impact measurement. • Add your expected daily rate for this role.
