Who are we?

The Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for new colleagues to join our roving Emergency, Protection, Assistance and Coordination Team (EMPACT), a multifunctional team of senior Emergency Response Specialists deployable within 72 hours to support DRC Country Offices respond to emergency situations.

About the job

The Roving Emergency Advisor (Generalist) will deploy globally for periods of 1 to 4 months to either establish or assist Country Operations in emergency situations; oversee, develop and provide strategic direction and technical support to Country Offices in relevant areas, translating strategy into action plans and day-to-day tasks; ensure compliance with DRC procedures and guidelines within the Country Office deployed to and ensure that DRC retains and continually develops its operational capacity to provide rapid emergency response

DRCs EMPACT members need to show independence and determination to bring rapid and timely emergency programming to humanitarian shocks, and to support country operations in the scale up, and roll out life-saving activities. Roving Emergency Advisors need to promote excellence in their field, promote a standards and rights driven approach to programming and operations and go above and beyond typical requirements in often unstable and pressured environments.

Your main duties and responsibilities will include:

• Coordinating the development of multi-sector concept notes and proposals in collaboration with technical coordinators, field staff, PDQM, operations staff, and DRC HQ colleagues, ensuring alignment with DRC and donor strategies, priorities and requirements and DRC’s Response Framework.
• Ensuring that emergency programming contributes to DRC’s strategic programme initiatives of improving protection for the hard-to-reach, expanding access to legal aid, supporting market access and reinforcing climate and conflict resilience, and that Organisational Principles of accountability, localisation, green thinking and action, digitisation and inclusivity are mainstreamed into programme design, implementation and monitoring and that programmes are implemented in line with DRC standards and using DRC sector tools
• Leading resource mobilization for countries responding to emergencies, including identifying donor priorities and developing fundraising strategies
• Managing internal and external reporting, ensuring high-quality, well-written and timely reports meeting donor and DRC requirements, working closely with programme managers, technical coordinators, and the finance team, as well as regional and HQ staff as necessary.

About you

We are looking for experienced staff to work at the point of delivery with a hands-on, flexible, and collaborative approach. It is also important that you understand the humanitarian architecture, are dedicated to the humanitarian imperative, and committed to helping and engaging with the affected population.

Moreover, we also expect the following:

Required:

• Minimum 5 years’ relevant experience in a similar position that includes project management, proposal development, reporting, grants management and/or working with implementing partners.
• Fluent English and French

• Knowledge of key donor regulations, procedures and requirements (UN, EC, USG, etc.).
• Proven ability to develop winning proposals for public and private-sector donors.
• Strong networking, interpersonal and presentation skills.
• Proven experience working in complex emergency contexts, including working in remote field bases with limited infrastructure.
• Excellent planning, management and coordination skills, with the ability to organise and prioritise a substantial workload comprised of complex, diverse tasks and responsibilities and ability to delegate
• Excellent communication, negotiation and problem-solving capacities; with the ability to work flexibly in a diverse team in a dynamic environment, fostering a positive working environment
• Excellent communication skills in English, including ability to present complex technical information in a simple way
• Experience in team management, capacity building and/or training of staff and target groups
• Detailed knowledge of humanitarian principles, guidelines and standards
• Flexibility and ability to quickly adapt to different contexts and roles at varying levels of seniority
• Experience working with DRC core sectors
• Knowledge of CHS and humanitarian principles and PSEAH
• Experience engaging with and through partners in humanitarian contexts

Desired:

• Experience of DRC’s Grants Management Dynamics modules
• Experience in contracts
• Proficiency in Spanish or Arabic
