Organizational Setting and Reporting Relationship

The position of Associate Project Analyst is assigned to the Turkmenistan Resident Mission (TKRM) within the Central and West Asia Department (CWRD). You will be based at our Resident Mission in Ashgabat, Turkmenistan.

You will report to designated Technical International Staff and officer (senior/principal/lead, as applicable).

Your Role

As an Associate Project Analyst, you will provide analytical support to ADB's projects and technical assistance portfolio in Turkmenistan, as well as support the ADB Turkmenistan Resident Mission (TKRM) in finance and administration activities.

You will:

  • Support the day-to-day processing, implementation, and monitoring of projects in coordination with Sectors Division colleagues. This includes supporting data collection, tracking how projects are progressing physically and financially, following up on required reports and financial statements, helping government agencies process disbursements, checking compliance with project requirements, and keeping all related records organized. The analyst may be requested to join missions as needed.
  • Support the preparation, implementation, and closure of Technical Assistance (TA) programs under the oversight of TKRM and other. This includes performing all required processing and data entry in ADB systems throughout the TA lifecycle; recruiting, managing, monitoring, and closing out consultant contracts in ADB's Consultant Management System (CMS); tracking TA progress both in terms of outputs and financials, performing close out actions for TAs; and keeping all related records organized.
  • Ensure that projects and TAs are accurately recorded in ADB's systems and online. Regularly update reports and data of assigned projects in SovOps, eOps, and other systems, as required.
  • Oversee the quality of TKRM's internal databases and knowledge management practices. Ensure all documents are stored in SharePoint and other systems as required.
  • Arrange project / TA related seminars/workshops, including selection of service providers for such activities. Support capacity building events, including the preparation of materials, their translation, and liaising with the government and other partners. Prepare and submit Request for Payment (RFP) in the system for project / TA related expenses and then liquidate them.
  • Support project inception, review, midterm review, and project completion review missions, as required. Support the TKRM Resident Mission team with visiting mission logistics, such as hotel arrangements, visas, and airport pickups. Provide data, analyses, and draft writeups to assigned sections of mission reports such as Memorandum of Understanding and Aide Memoires. Translate documents as required.
  • Arrange travel and meetings of supervisors, document preparation, internal and external communications and coordination, filing, recording, and any other support as required by supervisors.
  • Perform any other duties as may be required and reflected in the incumbent's work plan.

Qualifications

You will need:

  • Bachelor's degree in engineering, finance, accounting, business administration, or other related fields.
  • At least 5 years of relevant professional experience; related experience in processing and implementation administration of development projects and technical assistance, with international agencies, an advantage.
  • Knowledge in procurement, consultant recruitment, and disbursement processes.
  • Experience in portfolio monitoring, data analysis and reporting.
  • Experience in capacity building, training, workshops, and knowledge management events.
  • Excellent written and verbal communication skills in English, Russian, and Turkmen is required.
  • Proficiency in using computer-based applications for performing word processing, spreadsheets, graphics, database applications, and other required information technologies; advanced skills in using Excel spreadsheets are an advantage.
  • Proficiency in English, Turkmen, and Russian language.

Additional Information

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of Turkmenistan.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
