The Strengthening Papua New Guinea Civil Society Organizations (PNG CSOs Project) is part of the projects in the Country Office’s Governance, Peace and Gender Portfolio. The project aims to support strengthening the capacities of the PNG CSOs to serve credible governance actors and deepen their engagement in domestic public policy cycle, in line with the 2030 Agenda for Sustainable Development. Specifically, the project will build the capacities of CSOs to operate as agents for inclusive sustainable development in PNG focusing on their internal control systems, operational and technical skills,  enhancing their skills to access grants for sustainable development initiatives,  strengthen their role in relation to advocacy, public sector reforms and public accountability, and improve networking and coordination to expand the space for national and grassroots CSOs to play a more influential, meaningful and active role in articulating with a collective voice citizens’ concerns in the public area including engaging in initiatives to further participatory democracy.

The Project is relevant for the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) – in particular SDG 16 (Promote just, peaceful and inclusive societies) and SDG 17 (Partnership for the Goals) but also promotes progress towards Goals 5, 6, 10 and 13. The Project is aligned with PNG’s development agenda, as described by the Medium-Term Development Plan IV. (2023 – 2027), the PNG UN Sustainable Development Cooperation Framework 2024 – 2028), and the European Union Multi-Annual Indicative Programme (MIP) for Papua New Guinea (PNG) 2021 2027, particularly its 3 priority areas Transparent and Accountable Governance, Forestry, Climate Change and Biodiversity, and Water, Sanitation and Hygiene (WASH). 
 

Duties and Responsibilities

  • The incumbent will be based in the UNDP Country Office in Port Moresby and will report to the Chief Technical Adviser (Anti-Corruption).
  •  The incumbent will be given access to relevant information necessary for the execution of the tasks under this assignment.
  •  The incumbent will be provided with a workstation (i.e. laptop, internet, phone, scanner/printer, etc.) and access to reliable internet connection.
     

The Project Analyst, under the direct supervision of the Chief Technical Adviser (Anti-Corruption), will coordinate and execute the project's procurement, travel, and HR management strategies. Further, will oversee financial and budget management, support meetings and events, manage grants and ensure compliance by compiling and maintaining project records, assist in CSO partnership development, and draft project month progress reports to ensure alignment with project objectives and outcomes through:

Financial and budgetary management focusing on achievement of the following results with the project team:

  • Ensure proper budget planning, forecasting, monitoring and control of project expenditures in accordance with UNDP financial policies and procedures.
  • Reconcile financial transactions so the project budget reflects accurate, up to date expenditures.
  • Prepare and process financial requests, including payments to service providers, including vendors, CSOs grantees, ensuring compliance with UNDP payment and procurement rules.
  •  Prepare clear and accurate quarterly and annual financial reports, highlighting variances and corrective actions, if any.
  •  Identify financial risks and propose mitigation measures, including recommendations for budget reversals to ensure timely implementation of project activities.

Procurement, travel and HR management focusing on achievement of the following results with the project team:

  • Support timely implementation of procurement plan through coordination with the procurement team to ensure best value for money principles, including timely drafting and submission of ToRs, participate in recruitment process for consultants and service providers
  • Manage travel arrangements, including booking flights, accommodation and transport, process travel authorizations and per diems; and facilitate visas as required for project staff, consultants and stakeholders 
  • Support HR processes through review of consultants’ CVs and coordinate consultants’ onboarding and exit procedures.

Management of CSOs low value grants (LVGs) focusing on achievement of the following results with the project team:

  • Draft ToRs for CSOs LVGs and coordinate with procurement and communications to circulate the ToRs through UNDP platforms to ensure they reach a wide audience of CSOs.
  • Support CSO LVG pre application information sessions by organizing logistics, preparing ToRs and guidance materials, presenting application and eligibility requirements, and responding to applicant queries.
  • Support the Country Office LVG Review Committee to screen applications for completeness and compliance with eligibility criteria.
  • Draft LVG agreements for selected CSO grantees, ensuring terms reflect approved budgets, disbursement schedules, reporting requirements, deliverables, compliance clauses and UNDP legal/financial standards.
  • Facilitate disbursement of LVGs to approved CSOs in line with approved budgets, disbursement schedules and UNDP financial procedures.
  • Monitor CSO grantees’ performance through site visits, review of periodic reports and other oversight mechanisms; identify issues and support corrective actions.
  • Maintain comprehensive grant records, including signed agreements, budgets, disbursement schedules, receipts and performance metrics.
  • Provide technical and advisory support to CSO grantees to ensure effective and timely implementation of LVGs, including guidance on financial management and reporting.
  • Support CSO capacity building through targeted trainings and consultations tailored to grantees’ needs.

Partnership Development and Stakeholder Coordination focusing on achievement of the following results with the project team:

  • Support development and strengthening of partnerships with government entities, CSOs grantees and other stakeholders.
  • Coordinate and participate in stakeholder meetings, prepare agendas, take minutes and document action points.
  • Draft project briefs, LVGs agreements and presentations to showcase achievements and collaboration opportunities.
  • Support annual project board meetings and draft meeting minutes. 
  • Maintain and regularly update a stakeholder database with contacts and engagement history.

Records management and results- reporting focusing on achievement of the following results with the project team:

  • Compile, organize and maintain comprehensive records for procurement, HR, finance, CSOs LVGs and partnership activities.
  •  Ensure records are stored and handled per UNDP confidentiality, data protection and document retention policies.
  • Draft monthly, quarterly and annual narrative progress reports in collaboration with project team members.
  •  Support audit and oversight requests by providing timely access to required documentation.

Knowledge building, knowledge sharing and capacity building relevant to the assigned project.

  • Participate in training and organize briefings on internal procedures for the project staff. Provide support to other capacity building activities, including to the design and delivery of tools, materials for workshops, or platforms that tap into the collective intelligence of communities and mobilize action.
  • Provide advice and support in the dissemination and sharing of relevant data and lessons learned within the CO and regionally. Keep pulse on emerging best practices nationally, regionally, and internationally that relate to the work of the assigned project.
  • Make sound contributions to knowledge networks and communities of practice. Support compiling and systematizing project knowledge, products and tools as well as their wide distribution to partners.

Required Skills and Experience

Education:

  • Advanced university degree (master's degree or equivalent) in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or related field is required, or
  • A first-level university degree (bachelor’s degree) in the areas mentioned above combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Minimum 2 years (with master’s degree) or 4 years (with bachelor’s degree) of progressively responsible relevant experience at the national or international level in project management, CSO grants’ design and management and capacity building.

Required skills:

  • Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of Excel spreadsheet and database packages

Desired skills in addition to the competencies covered in the Competencies section:

  • Experience in planning and managing the project budget and contracts
  • Experience in preparation and analysis of financial analysis, reports and overviews
  • Experience in collection, analysis and visualization of data
