Background

United Nations Development Programme (UNDP) in Bosnia and Herzegovina is providing assistance and support to BiH authorities in addressing the threats and risks posed to human security. These threats include large and uncontrolled presence of remnants of war and ammunition, armed, gender and other forms of violence and men-made disasters. There are several UNDP project-based interventions that provide support to the overall security and defence sector reform at state, entity, Brcko District and cantonal level. Those are organizationally systematized under Justice and Human Security portfolio within UNDP’s Effective Governance Sector of UNDP in Bosnia and Herzegovina.

The Roadmap for a sustainable solution to the illicit possession, misuse and trafficking of Small Arms and Light Weapons (SALW), their ammunition and explosives in the Western Balkans by 2030  (SALW Roadmap 2030) was developed by the Western Balkans authorities, under the auspices of the Governments of Germany and France, in coordination with the EU, and with the support of the South Eastern and Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC). The first Roadmap was envisioned to last until 2024, while the extension of slightly modified Roadmap was endorsed by Western Balkan authorities at the end of 2024 to be implemented until 2030. In conformity with the Roadmap goals, UNDP aims to ensure continuity of the efforts and achievements of previous projects, including CIAT, HALT, PILLAR+ and DIRC, as well as ongoing Law Enforcement Agencies’ Development in Small Arms and Light Weapons project (project LEAD) to establish a platform for bi-lateral and multilateral knowledge sharing and capacity building pertaining to several aspects of SALW control, including gender aspects and knowledge sharing with neighbouring countries ultimately contributing to more efficient and effective overall regional approach to fight against illegal SALW trafficking. 

Project LEAD also aims to enhance the capacity and engagement of relevant national institutions and civil society in Bosnia and Herzegovina, as well as strengthen inter-agency and cross-border collaboration to advance the implementation of the National SALW Control Strategy and the SALW Control Roadmap. The Project builds upon previous interventions and entails a series of activities that focus on inter-agency operational and strategic cooperation, as well as provision of specialized resources, equipment and knowledge and peer-exchange to prevent and counter SALW-related crime. An inclusive approach to civil society organizations and outreach to communities and stakeholders will be ensured, with duly integrated gender perspectives. 

The project will support BiH to fulfil its obligations under international and regional small arms control instruments and achieve its goal of accession to the European Union. It will also strengthen the areas that require attention under chapters 23 and 24 of the EU Acquis Communautaire, on judiciary and fundamental rights, on justice, freedom, and security.

Duties and Responsibilities

The incumbent’s duties are outlined below and are to be undertaken with due respect to UNDP regulations and rules and in accordance with UNDP internal control framework and as a part of broader implementation of SALW Roadmap 2030, under the direct guidance of the Project Manager and in cooperation with the Project team. 

Contribute to the coordination, design and implementation of project activities as well as their oversight and performance monitoring:

  • Provide substantive and operational support to Project Manager in designing and implementation of the overall approach and delivery of the planned activities in alignment with best practices in project implementation;
  • Contribute to the preparation and review of annual work plans with indicative scheduling of key outputs and activities to guide the formulation and review of work plans;
  • Review results and monitor Project’s progress in achieving goals related to combatting illicit arms trafficking, as outlined in the Project’s M&E plan and logical framework;
  • Provide Project Manager with analytical inputs and evidence-based insights based on project implementation experiences and monitoring data;
  • Support continued awareness raising activities by utilizing existing up-to-date statistics on illicit SALW related data with focus on the protection of vulnerable groups;
  • Strengthen the capacities of formal associations of women police officers in BiH to engage more effectively in preventing and combating illicit arms trafficking;
  • Coordinate and manage contractors/consultants in the development, organization and implementation of project activities to ensure timely delivery and quality outputs;
  • Carries out all activities pertinent to preparation of public calls and selection of vendors in coordination with relevant Country Office units;
  • Provides regular updates on the progress of implementation of procurement activities to Project Manager;
  • Carries out regular follow-up, monitoring, evaluation and implementation of procurement process;
  • Provide advisory, support and oversight through, inter-alia, organization of knowledge-transfer events, extensive consultative process and intensive coordination at national and international levels.

Ensure effective operational and reporting assistance to the Project Manager as well as to law enforcement agencies in BiH throughout project implementation:

  • Provides substantive inputs in the planning and implementation of other programmatic interventions that have linkages to SALW control and combatting illicit arms trafficking;
  • Coordinate technical and capacity development assistance to law enforcement agencies, women police officers’ association and relevant institutions in BiH, including support to the digitalization of SALW control systems;
  • Deliver analysis of pertinent trends and developments in the area of SALW control in BiH;
  • Provide advice to improve operational coordination, cooperation and information exchange between relevant national police agencies as well as relevant national institutions with neighbouring states on prevention, detection and deterrence of smuggling of firearms, ammunition and explosives;                     
  • Contribute to the preparation of analytical reports, monitoring of progress against set targets, including from the gender equality perspective, capturing lessons learnt; 
  • Prepare relevant quarterly and annual narrative progress report as well as ad-hoc and periodic thematic reports as needed; 
  • Provide support to Project Manager in wide promotion and visibility of Project achievements, particularly with regard to developments in the area of SALW Roadmap 2030 implementation; 
  • Facilitate regular communication with project counterparts and develop and maintain effective mechanisms for integrating and responding to their feedback and insights;
  • Encourage active participation of stakeholders through regular organization of project board meetings in order to promote their ownership of the activities and results achieved.

Contribute to the preparation, implementation, monitoring and evaluation of Low Value Grant Agreements (LVGA) allocating funds to the project partners:

  • Support the preparation of public calls and partner selection processes, in coordination with relevant Country Office units;
  • Provide regular updates to the Project Manager on the progress of LVGA implementation;
  • Conduct regular follow-up and monitoring of LVGA implementation, including risk identification and mitigation measures;
  • Contribute to project reporting, including narrative and financial inputs, annual progress reports, and expenditure reports, in line with donor requirements.

Facilitate knowledge management and gender equality:

  • Contribute to wide dissemination and visibility of project achievements;
  • Promote a gender-balanced approach to SALW control and awareness across all project activities;
  • Support internal knowledge sharing and information management to enhance effective project implementation;
  • Contributes to dissemination of information and knowledge management within the team for effective project implementation;
  • Contribute to maintaining the pool of projects deliverables, documents, files, equipment and materials;
  • Ensure all project documentation is prepared using gendersensitive language;
  • Provide support to Project Manager in ensuring effective gender mainstreaming throughout the project activities, work plans, budgets, reports, research;
  •  analyses and, where specifically relevant, analyse in detail;
  • Ensures knowledge on gender equality is incorporated in Project knowledge management activities and products;
  • The incumbent performs other duties within their functional profile as deemed necessary for the functioning of the Project and the Organization.

Institutional Arrangement

The incumbent will directly report to the Project Manager and overall supervision of Effective Governance Sector Leader. The incumbent will be based in the UNDP BiH office in Sarajevo.

Required Skills and Experience

Education:

  • Advanced university degree (master’s degree or equivalent) in Social Sciences, Political Sciences, Human Rights, Law or related field is required; OR
  • A first-level university degree (bachelor’s degree) in the areas stated above, in combination with an additional two years of qualifying work experience, will be given due consideration in lieu of the advanced university degree.

Experience:

  • Applicants with a master’s degree in a relevant field of study are not required to have professional experience. 
  • Applicants with a bachelor’s degree are required to have a minimum of two (2) years of relevant professional administrative or project experience at the national or international level.

Desirable Criteria:

  • Proven experience in engagement with the security sector/police agencies in Bosnia and Herzegovina 
  • Experience in preparing narrative reports and comprehensive overviews, success stories, and knowledge materials to boost project visibility. 
  • Experience and understanding of procurement procedures in international organizations, with the ability to ensure compliance and efficiency.
  • Experience in facilitating dialogue with civil society organizations (CSOs), community stakeholders, and relevant partners to foster inclusive collaboration and active participation in initiatives.
  • Experience in the area of SALW control in Bosnia and Herzegovina. 
  • Experience in organizing and monitoring training sessions for diverse audiences.

Required Languages:

  • Fluency in English and Bosnian/Croatian/Serbian is required.
