The Position:

The consultant will work under the direct supervision of  the Programme Specialist Adolescent and Youth Development (AYD), and the indirect supervision of the Programme Coordinator for Regions, the incumbent works in collaboration with the  Regional Programme Officer in Sidama Region and overall direct oversight of the Deputy Representative and the overall guidance of the Representative

Job Purpose:

The Programme Analyst consultant , in collaboration with the relevant program officers of the UNFPA Country Office and relevant regional implementing partners, will plan and coordinate the implementation of activities at the regional/district levels. You will represent UNFPA and its mandate on building adaptive resilience for, youth affected by conflict, HIV prevention, Sexual reproductive health, and Gender and youth issues at the regional levels

You will monitor results achieved during implementation, guiding the appropriate application of systems and procedures, and developing enhancements as required.

You would be responsible for: 

  • The Programme Analyst Consultant, in collaboration with the relevant program officers of the UNFPA Country Office and relevant regional implementing partners, including government stakeholders, will be able to plan and coordinate the implementation of activities at the regional/district levels.
  • Represent UNFPA and its mandate in the region, including adolescents and youth development, SRHR, GBV, Youth Peace and Security, and women and youth empowerment issues at the regional level. 
  • Assist regional counterparts in developing strategy documents and plans aligned with the UNFPA mandate.
  • Support to establish and maintain collaborative relationships with counterparts at the regional levels, multilateral and bilateral donor agencies, international and national NGOs, private sector and academic institutions to promote and integrate issues related to SRH, GBV, MHPSS, livelihood and Youth Peace and Security guided by the HDP nexus programming. 
  • Work closely with implementing partners to identify bottlenecks and propose solutions affecting program implementation at the regional/District levels to support the implementation of UNFPA programmes.
  • Assist in providing training to relevant staff in sector bureaus on adolescents and youth development, SRHR, GBV, Youth Peace and Security, women and youth empowerment issues,  including addressing these issues in humanitarian crises. 
  • Promote and ensure the participation of vulnerable groups, including girls, adolescents, and young people, in the implementation and monitoring of programmes.
  • Provide technical support in the implementation of UNFPA 10th country programs in the region in areas of adolescents and youth development, SRHR, GBV, Youth Peace and Security, and women and youth empowerment issues. Undertake regular joint visits with regional implementing partners and woreda offices to the UNFPA project areas.
  • Participate in joint rapid assessments during a humanitarian crisis.
  • Organize coordinating meetings at regional offices with implementing partners to review progress of the implementation of the UNFPA programme. 
  • Provide all technical and administrative support to implementing partners to ensure the timely and appropriate implementation and monitoring of UNFPA programs, including the UNFPA 10th CP programme.
  • Prepare comprehensive monthly and quarterly technical and financial reports describing the implementation status of the various programmes/projects. Those reports shall be sent to the UNFPA field office regularly and in a timely manner. The programme analyst shall provide technical assistance to the implementing partners in preparing the UNFPA Funding Authorization Certificate of Expenditure form (FACE).
  • Perform other related duties as required by the CO.                

Qualifications and Experience: 

Education:  

  • MA/MSc in public health, social science, behavioral science, social work, social psychology. Progressive experience in the area of adolescents and youth development, or SRHR, or GBV, or Youth Peace and Security, women and youth empowerment issues 

Knowledge and Experience: 

  • Minimum of 3 years progressive experience is desirable in the area of HIV prevention, adolescent & youth development, and adolescent and youth reproductive health 
  • Proficiency in English and knowledge of any other UN language is an advantage 
  • Practical experience in design, monitoring, and evaluation of development projects
  • Experience using office software packages and web-based management systems. 

Languages: 

Fluency in English; knowledge of other official UN languages is desirable.

Compensation and Benefits:

Please note that grade mention in the consultancy is for reference purpose  keeping in view the generic requirement of the consultancy and final lumpsum renumeration will be determined upon evaluation of requirement and candidate's profile. Apart from fee, an individual consultant is not entitled to any right, benefit, payment or compensation that is not expressly contained in the individual consultant contract.
