1.     Organizational Context

 

a.    Organizational Setting

 

The post is located in the Information and Communication Technology Department (ICTD) of the Administration, Finance and Management Sector. The Information and Communication Technology Department (ICTD) drives the Organization's digital transformation by focusing on service quality, efficiency, security, and sustainability. It leads the Infotech strategy to support internal and external customers through services such as project management, enterprise architecture, data management, digital workplace, and critical system maintenance, including Enterprise Solutions, Hague, Madrid, and PCT Information Systems.

 

b.    Purpose Statement

 

The Senior Portfolio Manager is responsible for managing and developing digital initiatives, delivering new capabilities in line with business needs and user experience priorities. The role also supports the development and implementation of project and product management frameworks across the Organization.

 

c.    Reporting Lines

 

The incumbent works under the supervision of the Senior Product and Project Manager.

 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties:

 

a.   Develop and implement product and project management frameworks across the organization.

 

b.   Oversee the execution of digital initiatives, including preparing documentation and making decisions on planning and prioritization.

 

c.   Define and execute product strategies, roadmaps, and project initiation, ensuring resource availability.

 

d.   Manage the day-to-day operations of digital products, including the WIPO IP Portal, ensuring availability and smooth functioning across the ecosystem of products and capabilities.

 

e.   Plan and prioritize new features and capabilities in collaboration with stakeholders.

 

f.    Monitor risks, issues, KPIs, and produce regular performance and quality reports.

 

g.   Ensure UX consistency across integrated applications and maintain cohesive UI standards.

 

h.   Lead and empower teams in agile delivery, manage shared resources, and foster stakeholder and vendor relationships.

 

i.    Perform other related duties as required.

 

 

3.      Requirements

 

Education (Essential)

Advanced university degree in management, information technology, product management, or related discipline. A first-level university degree plus two years of relevant professional experience in addition to the years of experience mentioned below may be accepted in lieu of an advanced university degree.

Professional certification in product management, agile, user experience, service design, or related discipline.

 

Experience (Essential)

At least seven years of relevant professional experience, including managing the execution of large-scale digital initiatives. 

Experience in a managerial position coordinating a multidisciplinary team to deliver high-quality results. 

Experience (Desirable)

Experience in business analysis processes and methodologies. 

Experience with test management.

 

Language (Essential)

Excellent written and spoken knowledge of English.

 

Language (Desirable)

Knowledge of other UN languages, particularly French.

 

Job Related Competencies (Essential)

Technical expertise in product management, including coordinating activities to operate digital systems and oversee development activities. 

Knowledge of agile practices and proficiency using JIRA and the Microsoft Office suite of collaborative tools.

Domain knowledge of patent, trademark office operations or similar environments, with an understanding of the IP ecosystem.

Strong communication and interpersonal skills; demonstrated ability to build and sustain effective working relationships in a multicultural environment; commitment to diversity and inclusion.

Strong data literacy, with the ability to analyze and effectively incorporate data into decision making.

Expertise in continual improvement, leveraging emerging technologies and launching minimum viable products.

 

Job Related Competencies (Desirable)

Familiarity with WIPO's policies and programs.

Good knowledge of IP information systems.

5.      Information

 

Mobility:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  Please note that this estimate is for information only.  The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice.  The figures quoted below are based on the January 2026 rate of 86.8%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

* Initial fixed-term appointment of two years, renewable subject to satisfactory performance and other applicable conditions.  The selected candidate’s appointment will be subject to an overall term of five years in this position, with normally no possibility of renewal beyond that term.  S/he may, however, apply and be considered for other positions at WIPO.

This is not applicable to WIPO staff members on fixed-term, continuing or permanent appointments, who were recruited following a competition under Staff Regulation 4.10 (“Appointment Boards”).
