A) Training in Combating Migrant Smuggling and Trafficking in Libya o Three-day training conducted for law enforcement officers, emphasizing strategies to counter migrant smuggling and trafficking. o Curriculum customized to reflect the operational realities and challenges faced in Libya. o Detailed report prepared, capturing key outcomes, participant evaluations, and actionable insights. B) Identification and Referral Training on Mixed Migration Flows in Libya o Three-day training delivered for law enforcement and border officials on identifying and referring vulnerable persons. o Training modules designed to enhance practical application in mixed migration scenarios. o Comprehensive report compiled, highlighting participant experiences and future capacity-building needs. C) Protection of Victims and Witnesses Training in Libya o Three-day training facilitated, emphasizing a human-rights based, victim-centered approach for handling TIP and SOM cases. o Training resources adapted to ensure applicability in real-world legal settings. o Final report provided, summarizing participant feedback and strategic recommendations for prosecution and protection efforts. These outputs will ensure that the consultant’s work directly contributes to enhanced capacities of law enforcement and judicial officers in Libya and Tunisia, while aligning with UNODC’s strategic objectives in combating human trafficking and migrant smuggling.

Duties and Responsibilities
Under the framework of the North Africa project, UNODC seeks an experienced international law enforcement consultant to deliver specialized capacity-building trainings and technical support in Libya, and Tunisia. The consultant will enhance the skills of law enforcement officials in combating human trafficking and migrant smuggling through advanced investigative techniques, gender-sensitive approaches, and emerging digital tools. Key Responsibilities: o Facilitate a three-day training for law enforcement officers specialized in combating migrant smuggling and human trafficking. o Facilitate a three-day training on the identification and referral of vulnerable persons in mixed migration flows for law enforcement and border officials. o Facilitate a three-day training on handling and protecting victims and witnesses in the prosecution of TIP and SOM, ensuring a human-rights based, victim-centered approach. o Facilitate a three-day training in Tunisia to introduce artificial intelligence for Open-Source Intelligence (OSINT) and Social Media Intelligence (SOCMINT) investigations. o Co-facilitate training sessions for three workshops for prosecutors on the effective prosecution of migrant smuggling and trafficking in person cases. o Co-facilitate basic training sessions for three workshops to strengthen the capacity of judges and prosecutors on legal frameworks related to TIP and SOM, criminal investigation techniques, prosecution, and the identification of trafficking victims. The consultant will ensure high-quality, interactive, and practical training delivery, aligning with UNODC standards and the specific needs of North African law enforcement (Libya, and Tunisia). All activities must be completed within agreed timelines, with clear communication and reporting to UNODC ROMENA. Specific tasks to be performed by the consultant Under the overall guidance of the UNODC Regional Representative for the Middle East and North Africa (ROMENA) and the direct supervision of the Regional Programme Coordinator (Anti-Human Trafficking & Migrant Smuggling), the consultant will perform the following tasks in close coordination with UNODC country teams in Libya and Tunisia: A) Training Facilitation & Capacity Building o Conduct a three-day training in Libya for officers combating migrant smuggling and human trafficking. o Facilitate a three-day training in Libya on identification and referral of vulnerable persons in mixed migration flows for law enforcement and border officials. o Conduct a three-day training in Libya on handling and protection of victims and witnesses, ensuring a human-rights based, victim-centered approach. B) Technical & Coordination Support o Engage with relevant stakeholders to ensure logistical and procedural readiness for each training session. C) Reporting & Documentation o Submit structured reports for each training activity, including participant feedback, key outcomes, and recommendations. o Ensure all training materials are tailored to the regional context and adhere to UNODC standards. o Maintain clear communication with UNODC ROMENA and stakeholders to ensure high-quality, timely delivery of tasks.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in criminology, law, business administration, humanities, social sciences, psychology or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - A minimum of 10 years of relevant professional experience in the fields of criminal justice, criminal law, human rights, and/or the rule of law is required; - Experience in training and capacity building of law enforcement agencies is required; - Experience in delivering training, including developing training materials on combating organized crime or other serious crimes, is required; - Experience in investigating organized crime or other serious crimes is desirable; - Previous work experience as a law enforcement personnel is desirable; - Experience working in Eastern/Central/North Africa is desirable; - Experience within the United Nations system or similar international organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another United Nations Secretariat language s an advantage.
