Organizational Context and Scope
Under the direct supervision of the Chief of Mission (CoM) and in close coordination with the Programme Development Support Unit (PDSU) in IOM Libya, relevant Regional Thematic Specialist in IOM’s Regional Office in Cairo, and Headquarters (HQ) the Programme Coordinator (Immigration and Border Governance (IBG) will be responsible for the development, management, implementation and coordination of the Immigration and Border Governance (IBG) portfolio in Libya. They will be expected to closely coordinate with other programme managers and the Public Information Unit (PIU).
- Manage the implementation of all aspects of IOM Libya’s IBG projects in line with IOM and donor requirements. Oversee, provide guidance and coordinate the work of all project managers and staff members in operations/logistics, procurement, and financial/budgetary planning. Exercise quality control over all procedures and documents and ensure proper follow- up as necessary.
- In collaboration with PDSU support the resource mobilization efforts for IOM Libya’s IBG portfolio. This includes project development and positioning IOM strategically with government, development partners and technical working groups, including UN led.
- Regularly liaise and act as the main IOM Libya’s operational counterpart to the Libya’s Ministry of Interior, the Interior Security Services, the Directorate for Combating Illegal Migration (DCIM) the Libyan Coast Guard (LCG) and General Administration of Coastal Security (GACS). Share project progresses and challenges and promote good coordination of all ongoing activities.
- Spearhead the development and implementation of IOM Libya’s strategic plan on Migration and Border Management defining IOM’s role and interventions in detention centers (DCs), on Search and Rescues Operation (SAR), including in the desert (SARD), expansion in the South and in the East of the country, cross border collaboration and ensuring that all components of the IBG portfolio in Libya are coherent with each other and contribute to the overall IOM Libya strategy 2021-
- Oversee and coordinate migration and border management activities, including capacity building trainings on various technical aspects of IBG and with a specific focus on human rights protection, and ensuring that all trainings are compliant with the UN HRDPP (Human Rights Due Diligence Policy).
- Support the Government of Libya in establishing and improving its identity management processes including through promoting the use of MIDAS to upgrade consular service support offered by relevant embassies to stranded migrants from West Africa.
- Provide strategic advice, analysis and input to the COM, IOM more broadly and to relevant stakeholders on all issues relating to thematic area and to projects under the unit. Drive the development of reports, presentations, talking points, and briefings to highlight project activities in coordination with PDSU.
- Oversee and coordinate timely submission of reporting on projects to PDSU, including ad hoc, monthly, interim, quarterly, annual and end-of-project reports. Meet the Country Office’s and the donor’s reporting requirements by providing specific data, analysis, and financial reports.
- Liaise and act as the focal point for relevant interlocutors in order to ensure efficient programme implementation, facilitate information exchange and project cooperation, and promote initiatives implemented by IOM. Accord specific attention to law enforcement and border management institutions and other donors.
- Identify and promote strategic and technical partnerships with relevant government entities, private sector and civil society partners, and other relevant stakeholders to promote and strengthen IOM’s migration and border management portfolio.
- Represent IOM and participate in relevant conferences, workshops, trainings and seminars.
- Ensure timely recruitment of staff and preparation of budgets for the projects under responsibility. Closely monitor staff performance and progress and ensure mainstreaming of gender according to IOM procedures and regulations.
- Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
- Master’s degree in International Relations, International Law, Political or Social Sciences, Humanities, Military Science or a related field from an accredited academic institution with seven years of relevant professional experience; or,
- University degree in the above fields with nine years of relevant professional experience; Studies in the National Border or Police Academy of country of residence may be considered an equivalent diploma with seven years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in EU funded project/programme management focusing on border management;
- Work experiences in a non-family duty station in conflict or post-conflict countries;
- Demonstrated experience of finance, procurement and human resource management in the context of a project or a programme;
- Experience in planning, organizing, and delivering trainings;
- Experience of project development, including the associated budgets;
- Experience in programme strategy development;
- Experiences in conducting monitoring and evaluation (M&E), with understanding of M&E tools and approaches;
- Experience in writing training plans, statements of works, standard operating procedures & detailed instructions;
- Experience providing support to national efforts in training/capacity building, law enforcement, operations, border security and/or management, security sector management is desired; and,
- Previous experience in strategic/ technical advisory and coordination is desired.
Skills
- Security Sector Reform and other related fields, with supervisory responsibilities and demonstrated achievements; and,
- An understanding of Border Management Information System (BMIS) including MIDAS.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written).
Working knowledge of Arabic is highly desirable and another official UN language (Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
