Job Description

The Asian Development Bank Institute (ADBI) is looking for a (Senior) Capacity Building Specialist. This role is responsible for designing and delivering capacity building and policy dialogue programs, knowledge management, and dissemination on development issues. This is a Level C (senior) or Level D professional (international) staff position, based on ADBI standards depending on the qualifications and experience of the successful candidate.

Responsibilities

  • Identify sustainable development policy areas, issues, and needs for capacity building and training of government officials from ADB's member economies and relevant stakeholders, in-line with ADBI’s priorities and focus areas
  • Design, organize, and implement effective capacity building programs and activities on development issues affecting the Asian Development Bank (ADB) member economies
  • Organize capacity building events such as conferences, policy dialogues, and training workshops, conduct lectures and presentations, and establish strong working relationships with clients and partners, including ADB (especially through the newly created ADB Center of Excellence)
  • Develop curriculum, training materials, post-training documents, and other knowledge products, such as case studies, policy briefs, and training needs assessments and evaluations
  • Coordinate the production of E-learning courses published on the ADBI E-learning platform
  • Lead and assist in the preparation of the annual capacity building work program and budget
  • Other tasks or projects assigned by the Deputy Dean and/or Dean of ADBI.

Selection Criteria

  • Advanced university degree in a discipline related to economic and social development in Asia and the Pacific
  • At least 7-8 years relevant experience (10-12 for senior position), preferably in a government agency, international, or regional organization, working on economic development issues, capacity building, knowledge management, economic research, or policy analysis
  • Strong leadership, team management and project management skills
  • Good understanding of the value of capacity building, and strong interest in developing and implementing capacity building projects
  • Good network among development finance institutions, universities and think tanks
  • Good understanding of policy challenges faced by DMCs in a few or more priority areas
  • Strong analytical skills on policy issues related to development and capacity building
  • Excellent communication and presentation skills in written and oral English

This is a fixed-term staff position based in Tokyo with an initial appointment of three years. At ADBI’s sole discretion, the term may be extended for an additional fixed period (generally up to 2 years). Conversion to an open-ended or indefinite appointment is not permitted. A fixed-term appointment will automatically expire at the end of the original or any extended term without prior notice.

ADBI offers an internationally competitive compensation package based in US Dollars (paid in Japanese Yen). Salaries and expatriate benefits are generally free of tax except for citizens of some countries.
