Organizational Context and Scope

IOM Turkiye manages a portfolio of over 55 projects, supported by more than 20 donors, with an Active-Ongoing budget of 142 million USD (as of September 2019) in the areas of migration management, emergency response and resilience, and resettlement. As Turkiye falls under the broader regional Syria Crisis, the Mission has complex coordination mechanisms. The Mission coordinates migration management projects with the Regional Office (RO) in Vienna, resilience projects inside Turkiye with RO Vienna and Headquarters Units, and emergency response Cross-Border programmes with Headquarters (HQ) Units. To effectively manage the project development, reporting, and liaison functions of a large and complex programme portfolio, IOM Turkiye established in July 2017 a centralized Project Development & Reporting Unit with six total staff, three based in Ankara and three based in Gaziantep.

Under the overall supervision of the Regional Director and direct supervision of the Chief of Mission (CoM) and in coordination with the Programme Coordinators and Managers, Heads of Sub-Offices and relevant Headquarters (HQ) and Regional Office Units, the Senior Programme Coordinator (Development and Reporting) will be responsible for the coordination of the Programme Development and Reporting Unit, guiding and overseeing the Programme Development, Reporting, and Donor/Government Liaison functions of the IOM Turkiye Mission.

  1. Lead and coordinate the design and development of new programs, projects, and activities in close coordination with the relevant donors, government counterparts, public and private institutions, and project partners, ensuring compliance with donor interests and requirements.
  2. Lead and coordinate the elaboration and compilation of reports for donors, government and other relevant stakeholders, ensuring compliance with donor requirements and procedures.
  3. Ensure processing, endorsement and submissions of project proposals, donor reports, partner agreements (Service Agreements, Memorandum of Understanding (MoUs), Letter of Agreement (LoAs) and other types of contracts) and any other relevant documents, in line with specific internal requirements and procedures.
  4. Represent IOM Turkiye in donor meetings briefings, conferences, and UN Country Team (UNCT) meetings and liaise with donors, governmental partners, project partners, think tanks, and policy centers at the international and national level.
  5. Advise on relevant fundraising strategies and actively contribute to Mission’s fundraising efforts; compile and analyze information on donor policies and priorities for Turkiye, identify new funding opportunities, define proactive approaches to donors.
  6. Ensure compilation and analysis of relevant information on migration-related issues and trends in Turkiye affected by an influx of mixed migration flows; identify and conceptualize new programs, projects, and initiatives for the Mission.
  7. With Chief of Mission, Heads of Sub-Offices, and Programme Coordinators, lead Mission’s strategic planning; Coordinate the compilation of reports and papers on IOM Turkiye strategic approaches and priorities for distribution to donors, government, partners and other counterparts.
  8. Oversee monitoring and evaluation efforts in the Ankara Office. Closely cooperate with the Monitoring & Evaluation (M&E) Officers in Gaziantep, observe projects’ compliance with the objectives set in project documents and budgets, M&E frameworks and work plans, and ensure overall compliance with donors’ contractual requirements, interests, and expectations.
  9. n coordination with the Information Management/Portal Unit, develop and manage a Turkiye Portal module for Project Development-Reporting to ensure project documents and relevant files are stored properly, up-to-date donor information is made available to relevant colleagues, and PD processes (i.e. Concept Note (CN) and proposal writing, report writing, deadline reminders) are found inside the Turkiye Portal.
  10. Guide and support capacity building and training activities in the field of programme development for government officials and IOM staff in Turkiye through workshops and seminars. Design tailored training sessions and conduct across Turkiye for IOM staff and local partners include
    project development, reporting, and PRIMA training for staff, project development and reporting training for local partners (Syrian/Turkish Non-Governmental Organizations (NGOs), government), etc.
  11. Supervise staff members (currently three in Ankara and three remotely in Gaziantep) and provide oversight on day-to-day tasks and long-term projects, to ensure PD, Reporting, and Liaison duties completed in timely manner and high-quality level.
  12. Oversee and develop Private Sector engagement, developing the IOM Turkiye Private Sector Engagement strategy, leading liaison with potential private sector partners, and securing funds and other types of support from private sector partners.
  13. Develop and manage the Migration, Environment, and Climate Change (MECC) portfolio, including liaison with relevant Government of Turkiye agencies, development of MECC project CNs/Proposals, and coordination with MECC colleagues in Vienna and HQ. Manage MECC activities and/or projects once funding secured.
  14. Undertake regular duty travel in Turkiye.
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in Political or Social Sciences, Migration Studies, International Relations, Law or a related field from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in the field of migration issues, project design, implementation, and administrative and financial management;
  • Experience in liaising with governmental authorities, other national/international institutions;
  • Experience with monitoring and evaluation and results-based management;
  • Previous experience in project development support is highly desirable;
  • Work experience in the Region is an asset; and,
  • Experience in IOM strategy development is an asset.

Skills

  • Excellent report writing skills;
  • Excellent analytical skills and demonstrated skills in performing complex analyses on a wide range of factors, requirements, policies and priorities for the assessment and implementation of projects;
  • Excellent troubleshooting and problem-solving skills;
  • Good knowledge of financial and administrative management;
  • Capacity to motivate multi-cultural, international staff to higher productivity and good co- operation; and,
  • Good level of computer literacy, including database applications.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) and/or Turkish Language is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
