Duties and Responsibilities
Established in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework, and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. As the impacts of climate change intensify, effective management of climate and disaster risks requires collaborative approaches and standardized metrics to inform decision-making. A key element of this work is the establishment of public-private collaborations to support adaptation and resilient finance. This consultancy will support partner outreach and the identification of potential partners and donors for a facility for risk and resilience metrics to be based in UNDRR, but will work closely with a network of public and private sector partners. Under the supervision of the Head of the Global Risk Analysis and Reporting Section (GRAR), this home-based consultancy will undertake the following actions: 1.) Technical Review of the Risk and Resilience Metrics with an particular focus on their utility for multi-lateral finance institutions, the insurance industry and wider private sector. - Evaluate the strengths, limitations, and applicability of proposed metrics and outline opportunities for enhancement, and for technical collaborations within the facility. - Identify key technical challenges and opportunities to scale-up the metrics to global scale including the development of a technical road map for how existing metrics and models could be built upon to create improved coverage of risk and resilience metrics across all countries. 2.) Mapping and Tracking Potential donors or in-kind support providers for a Risk and Resilience Metrics Facility including. - Develop a mapping of potential philanthropic organisations or other donors for the facility along with concise analysis prioritising the most suitable and realistic for future engagement. 3.) Develop project concept notes for support: - Develop concise project log frames, narratives, budgets and proposal materials for 2 concept notes that might be presented to potential donors to advance development of the facility. 4.) Stakeholder Consultation and Support Development - Conduct outreach, interviews and contribute to consultations to strengthen partnership and enable development of the facility. - Based on this outreach, identify potential mutually beneficial collaborations that could be developed with private sector partners that could provide direct or in-kind support the initiative. (Potential collaborators could include banks, insurers, tech companies, trade or industry associations or other relevant non-public sector entities that can join and help strengthen the facility). 5.) Knowledge Sharing - Contribute to the development project workplans and technical resources related to the risk and resilience metrics facility with reference to the areas outlined in the consultancy.
Qualifications/special skills
An advanced university degree (Master's or equivalent) in climate science, international development, economics, or a related field is required. A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A minimum of 15 years of experience in climate science, international development, economics, or a related field is required. Experience in technical analysis of climate risk metrics and resilience methodologies is desirable. Experience in climate finance, risk modelling, and resilience-building initiatives is desirable. Experience working with multi-lateral finance organisations and/or the insurance or private sector risk analysis industries such as credit rating agencies or bond issuance is desirable. Previous experience in analytical writing and engagement with diverse stakeholders is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in English is required. Knowledge of another UN official language is desirable.
