Job Description

Purpose of consultancy  

The purpose of this consultancy is to generate high-level strategic, analytical, and technical outputs to strengthen WHO’s media and communications approaches for road safety under the BIGRS initiative. The consultancy will produce frameworks, methodologies, and synthesis products of major importance that can be applied across countries to advance policy dialogue, media engagement, and stakeholder alignment. Through time-bound expert analysis and design, the consultancy will expand WHO’s capacity to influence road safety policy environments and enhance the strategic positioning and visibility of its contributions at national, regional, and global levels.

Background  

As part of the Bloomberg Initiative for Global Road Safety, WHO is supporting Viet Nam to enact and implement legislative changes aimed at improving the country’s road safety situation. This support includes the provision of technical guidance through a rapid response mechanism, training workshops on drafting road safety legislation, and ongoing engagement with government counterparts and other key stakeholders. In parallel, WHO is working with media outlets in Viet Nam to support advocacy for legislative reforms and to raise awareness of the national road safety challenge and the local solutions needed to address it.

Deliverables

Output 1: Strategic communications architecture for road safety initiatives in Viet Nam, defining priority narratives, target audiences, messaging frameworks, and stakeholder engagement approaches for use by WHO Viet Nam’s Communication for Health and Healthy Lifestyles and Environment teams. 
Deliverable 1.1: Develop a set of externally facing communication templates and a structured format for periodic stakeholder updates applicable during and beyond the consultancy period.

Output 2: A comprehensive media engagement framework for the BIGRS initiative, informed by structured consultations with WHO Headquarters, Regional Offices, Country Offices, subject-matter experts, and external partners. 
Deliverable 2.1: Conduct situational analysis of existing media engagement approaches,
Deliverable 2.2: Identify strategic opportunities and constraints for influencing policy enactment and implementation, and
Deliverable 2.3: Develop set of principles and guidelines of major importance to guide media engagement in priority countries.

Output 3: Complete training package (curricula, agendas, facilitator guidance, and technical reference materials) enabling journalists to report on road safety policy, data, and human impact with accuracy and depth.
Deliverable 3.1: Design the technical content, learning architecture, and training methodology for two media training programmes under the BIGRS initiative, including train-the-trainer components and cross-country participation. |

Output 4: Results and learning assessment methodology for media engagement under the BIGRS initiative. 
Deliverable 4.1: Develop set of indicators, data collection tools, and qualitative assessment protocols, as well as a one-time analytical report synthesizing findings from selected countries on media outputs, stakeholder perceptions, and early policy influence attributable to the strategy.

Output 5: National stakeholder engagement model for road safety policy dialogue, based on up to five country contexts (TBD), including Viet Nam. 
Deliverable 5.1: Design and document meeting design templates, facilitation methodologies for consensus-building among diverse stakeholders (including government, civil society, and external actors), and country-specific outcome summaries capturing key agreements, policy directions, and strategic implications.

Output 6: Analytical and communications products synthesizing the outcomes of work undertaken under the BIGRS initiative. 
Deliverable 6.1: Produce written inputs for donor-facing reports and a curated package of key messages and narrative content suitable for adaptation across global and country-level communications platforms, including social media.

Output 7: Annual analytical synthesis report on WHO’s outcomes and impact within the BIGRS initiative. 
Deliverable 7.1: Integrate quantitative and qualitative evidence, articulate causal pathways between media engagement and policy processes, and present substantiated conclusions on WHO’s strategic contribution to road safety at national and global levels.

Method(s) to carry out the activity

The consultancy will be carried out through structured expert analysis, targeted consultations, and the development of strategic and technical products. Methods will include document and media landscape reviews; time-bound consultations with WHO Headquarters, Regional Offices, Country Offices, technical experts, and external partners; analytical synthesis of qualitative and quantitative inputs; and the drafting and validation of frameworks, methodologies, and reports. All activities will be conducted within defined timeframes and will result in standalone outputs that can be applied by WHO beyond the duration of the consultancy.

Qualifications, experience, skills and languages

Educational Qualifications

Essential: Advanced university degree in International Relations, Communications, Public Affairs

Experience  

Essential: Over 15 years’ experience in the management of international cooperation/health/development projects with diverse partners; experience in the development and implementation of reporting tools and measuring impact; experience working in different countries and managing multilingual communications. 
Desirable: Experience working with UN agencies and experience in managing communities of practice as well as in capacity development activities (training/teaching/coaching).

Languages and level required

Essential: Expert knowledge of English

Travel

The consultant will be expected to travel as part of the Bloomberg Initiative to conduct trainings. The location and dates will be determined at a later date.

Remuneration and budget:

Remuneration: Pay band level C, USD 12,000 (monthly)
Duration of contract:   11 months, February 2026 to January 2027
