The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent assists with drafts and updates security contingency plans for a security unit; Monitors air, land and sea emergency evacuation capability; Conducts routine physical security inspections of facilities; Contributes to the identification of gaps in existing capability; Assists in planning of protective services and other activities, as necessary. The temporary position is based in Port-au-Prince and is located in the ID Unit of the Safety and Security Section. The incumbent will report to Chief Security Adviser and/or his designate.
Responsibilities
The Security Officer (Pass and ID), FS-4 will perform the following tasks: • Assists the PSA/CSO/Security Coordination Officers in the supervision of a Security Unit, as assigned; • Manage and oversee the processing of applications for UN identification cards, access badges, and temporary passes for staff members, dependents, consultants, contractors, and visitors. • Verify identity, eligibility, and supporting documentation in accordance with UN rules, regulations, and UNDSS policies. • Issue, renew, replace, suspend, cancel, and retrieve UN IDs and access passes as required. • Ensure immediate deactivation of access credentials for separated, transferred, or unauthorized personnel. • Enforce UN access control policies and ensure full compliance with UNDSS security standards. • Identify, prevent, and report misuse, loss, forgery, or fraud related to UN identification documents. • Coordinate closely with SOC/RSOC, Guard Force Supervisors, and Security Operations on access control matters and incidents. • Support and contribute to investigations related to access control breaches or ID misuse. • Oversee the maintenance of accurate electronic and physical records of all issued IDs and passes. • Operate and supervise the use of Pass and ID management systems and related databases. • Ensure confidentiality and protection of personal and sensitive data in line with UN data protection and information security policies. • Prepare and submit routine and ad hoc analytical reports on ID issuance, access levels, trends, and compliance. • Provide technical guidance and support to junior staff assigned to the Pass and ID Card Unit. • Liaise with UN agencies, funds, programmes, and implementing partners on ID and access-related matters. • Advise management on access control risks, mitigation measures, and procedural improvements. • Support emergency access control arrangements during security incidents, evacuations, or heightened security phases • Maintain oversight of inventories related to ID cards, consumables, and specialized equipment. • Contribute to the development, review, and implementation of SOPs, guidelines, and contingency plans related to Pass and ID operations. • Acts as Duty Officer within the Security Section, if needed; • Perform other security-related duties as assigned by the supervisor.

Education
High school diploma or equivalent is required.
Job - Specific Qualification
Certificate Information Technology is required. UNDSS Security Certification Programme (SCP) is required. Successful completion of recognized security, military, or police training is required. A university degree or advanced training in security management or a related field is desirable.
Work Experience
A minimum of six (6) years of progressively responsible experience in the military, police, security management or analysis with a military, police or international security management organization is required, including at least two years’ experience, exposure at the international level and 1 year in high risk and/or post conflict environment. 3 years of experience in the United Nations system is required.
