Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women, the United Nations entity dedicated to gender equality and the empowerment of women, operates in the Central African Republic (CAR) in a context marked by multidimensional challenges, including humanitarian, security, governance, and development issues. Recurrent armed conflict, fragile institutions, and widespread gender-based violence (GBV) have disproportionately affected women and girls, limiting their access to justice, economic opportunities, and political participation.
UN Women in the Central African Republic (CAR) supports the Government to implement commitments to international normative standards on gender equality and women’s human rights. The CAR Country Office works across the humanitarian-development-peace nexus, in alignment with the three key frameworks guiding national and international action: (i) National Development plan ; (ii) The United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024–2027. . It focuses on three UNSDCF priority areas (People, Prosperity, and Peace & Governance). UN Women CAR places particular emphasis on the implementation of Strategic Plan impact area on Ending Violence against Women and Girls (VAWG) is mainstreamed through UN Women CAR’s work in all impact areas. In addition, women’s participation in public life and decision-making, recognizing that inclusive governance and leadership are essential for sustainable peace, stability, and development. This includes supporting women’s representation in elected and appointed positions, enhancing their leadership capacities, and ensuring their voices are central in peacebuilding, reconciliation, and governance processes.
Under the supervision of the Country Representative, the Programme Manager is responsible for coordinating of (i) Promoting inclusive governance and strengthening women’s leadership and (ii) Preventing and responding to gender-based violence (GBV). The PM will work in close collaboration with others programme managers, operations and all the offices teams to ensure the successful implementation of the country programme.
Scope of Work:
Coordinate the GBV/Governance and women leadership Programme/Portfolios
Guide coordination with national partners and other stakeholders
Coordinate the monitoring and reporting on the GBV/Governance and women leadership Programme/Portfolios
Manage financial resources and supervise staff
Build partnerships and support in developing resource mobilization strategies
Advocate and facilitate knowledge building and management and communication
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Supervisory/Managerial Responsibilities: Incumbent leads a team of Programme assistant, associate, Programme analysis in GBV, governance and political leadership.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
