Job Description

This selection exercise may be used to generate a roster of pre-approved candidates to address future staffing needs for similar functions in any of the Departments and Offices of the Organization.

Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support. The Division of Technical and Scientific Services ensures the provision of state-of-the-art equipment and related expertise for the accomplishment of the Department of Safeguards activities. Within this mandate, the Division is responsible for procurement, testing, provision, inventory control, performance monitoring and maintenance of safeguards equipment and supplies required by SGO Divisions; management of equipment development and engineering activities to meet quality and safeguards requirements; development and provision of documentation, procedures, instrumentation methods and techniques; provision of specialized technical and scientific support to inspectors and inspection activities in the field and at headquarters; and, radiation contamination monitoring of returned equipment and timely write-off of obsolete or contaminated equipment. The Division also coordinates departmental health and safety activities.


Main Purpose

Reporting to the Team Leader, the Data Management Engineer implements, tests, maintains and upgrades software applications, artificial intelligence/machine learning (AI/ML) models or network systems related to data processing and review and to remote data collection and transmission. These software applications or network systems are used to handle the data of various safeguards (SG) equipment installed in the field and to remotely handle the SG equipment itself. Furthermore, the Data Management Engineer provides guidance on data integration methodologies and best practices, ensures that all system or network interfaces for the various software or network subsystems are in place, and ensures that performance of the integrated systems is consistently reliable.


Role

The Data Management Engineer is: (1) a software developer, maintaining and customizing remote data transmission and data collection software, based on state of the art technologies which may include artificial intelligence/machine learning (AI/ML) tools and technologies; (2) a project contributor or project coordinator, initiating, planning, executing and monitoring agreed work, and taking part in various team, Section and divisional activities; (3) a network specialist, providing knowledge on several different network components, including setting up virtual private networks and the principles of collecting data in secure and reliable manner; and (4) a contributor to data security, bringing familiarity with the principle of securing data by applying cryptographic concepts.


Functions / Key Results Expected

Maintain and upgrade any assigned remote data transmission and data review software applications, in order to improve communications, data transfers and data evaluation from specialized safeguards equipment at remote facilities.

Analyse and correct the requirements for any assigned new network systems or software applications, especially those related to remote data transmission tools and those dedicated to reviewing data from remote equipment, including the analysis of its State of Health (SoH) data.

Execute checks on the availability of IAEA safeguards remote data transmission repositories and network components with other team members, on a 24/7 basis, and provide remote corrective maintenance so that systems meet their performance criteria.

Ensure proper practices are followed by providing user support to Operations Divisions, including the provision of (i) field support during inspections; (ii) instructions on the use of remote data transmission and data review software; and (iii) well-documented system operations procedures.

In addition, and as assigned, the Data Management Engineer may coordinate and/or participate in the testing, implementation, maintenance and upgrade of:

-network configurations using state of the art techniques for firewalls, virtual private networks (VPNs), routers, etc., to enhance the existing TCP/IP-based remote monitoring (RM) infrastructure;
-AI/ML and data review software applications using state of the art techniques and tools.
-SharePoint sites and/or Jira sites and Power-BI Dashboards, as well as oversee and plan the execution of all activities needed to develop SharePoint sites and/or Jira sites and Power-BI Dashboards.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Qualifications, Experience and Language skills

Bachelor's Degree - University degree in computer engineering, electrical engineering, computer science or a related field.

Minimum of five years of working experience in software engineering and/or network engineering.

-with data from monitoring equipment or in a related field;
-in AI/ML model implementation;
-with SharePoint and/or Jira and/or Power BI.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $70212 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 39670*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
