VN 25/70 Configuration Management Engineer

In the EUMETSAT matrix organisation, the Process Assurance and Management Support (PRS) division of the Technical and Scientific Support (TSS) department provides management support services to the full organisation.

The PRS division provides in particular Configuration Management services to the development, commissioning and operations of end-to-end satellite systems.

The Configuration Management Engineer provides Configuration Management support to the development, commissioning and operations of the ground systems component of satellite systems. The postholder of his position will provide CM support to EUM Programmes in development.

Duties

  • Define, maintain and improve working practices implementing EUMETSAT Change and Configuration Management (CM) processes applicable to ground systems “as designed”, during the development, and “as built”, during the commissioning and operations phase;
  • Implement these CM working practices on day-to-day basis;
  • Ensure that the software, hardware and documentation configurations baselines are properly set and maintained, performing regular configuration audits on the systems under configuration;
  • Manage day-to-day activities related to the development, maintenance, testing and administration of the CM tools and database;
  • Ensure regular CM reporting, including the relevant metrics and key performance indicators;
  • Control changes to configuration items and organise and manage meeting of Change Control Boards and as relevant, Anomaly Review Boards;
  • Contribute to the continuous improvement of the EUMETSAT CM Policy, related implementation framework and specifications.

QUALIFICATIONS

A university degree (master or equivalent) in Computer Science, Software Engineering, Information Systems, Aerospace Engineering

LANGUAGES

Candidates must be able to work effectively in English and have some knowledge of French.

Duties

Skills and Experience

  • Proven experience in establishing, implementing and conducting Configuration Management of large scale, software-intensive systems in an operational environment, preferably for high-availability (24h/7d) systems, as CM engineer;
  • Very good understanding and significant practical experience of software development life cycle standards covering fundamental Software Configuration Management principles, relevant IT technology (e.g. virtualisation, COMMs, IT security) and practices (S/W build, packaging, deployment, testing; SW repositories, GitLab, RPMs, Docker containers, DevOps…);
  • Proven experience in Process Modelling for complex technical or engineering processes;
  • Professional knowledge of Configuration Management tools (e.g. OpenText Dimensions CM, Clearcase/Clearquest...). Administration of a CM tool will be considered as a specific asset;
  • Exposure to Software Development with Object-Oriented Programming languages such as Java or C++, use of Relational Databases (e.g. ORACLE, SYBASE), testing methodology and supporting tools, and quality standards and models related to Change and Configuration management processes (e.g. ITIL, ISO, ANSI, ECSS, CMMI);
  • Very good interpersonal skills and experience of project management, with the ability to organise the work of others, ensuring timely deliverables, with a proven ability to apply these to working within, and across, teams.

Employment Conditions

The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT.
This post is graded A2/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 7,340 per month (net of internal tax but excluding pension contribution and insurances) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
