Background
The United Nations Development Programme (UNDP) is a UN agency that works in about 170 countries and territories, helping eradicate poverty, reduce inequalities and exclusion, and build resilience. It thereby helps them sustain progress and achieve Sustainable Development Goals. In Ukraine, UNDP operates in three programme priorities, such as Democratic Governance and Inclusive Social Fabric, Inclusive and Sustainable Economic Recovery and Growth, and Sustainable Environment and Energy Transformation.
Since the start of the hostilities in 2014 and the full-scale invasion in 2022, UNDP in Ukraine has been present on the ground, through its hubs around the country, supporting regional and local authorities and civil society partners in their emergency response and crisis management.
Lessons from the past years informed the development of UNDP’s Country Programme Document (2025-2029) and the scale-up of the Area-Based Recovery (ABR) Framework. The Framework’s programmatic pillars of Reconstruction, Returns, Resilience, and Reforms are focused on ensuring community recovery and creating conditions for the return to a development pathway in Ukraine.
Addressing the country’s complex reconstruction and recovery requires a holistic, systems-based response that empowers all parts of society — including government, local authorities, the private sector, and citizens — with the capacity and resources to respond effectively. To ensure a whole-of-society approach, the framework offers an integrated, participatory, and inclusive methodology to advance recovery in communities most affected by the war.
In this context, the work of the Monitoring and Reporting Analyst is required at all stages of project implementation and will cover responsibilities related to monitoring, reporting, knowledge management, evaluation support, and research.
Duties and Responsibilities
Ensure effective monitoring of the project
- Systematically сollect, analyze, and clean all necessary data for project indicators in a timely manner, ensuring accuracy and consistency for reporting. This includes maintaining data records, identifying gaps, and providing clear feedback to ABR team members to improve data quality, and learning to use and manage the output indicator tool in the future.
- Regularly report in UNDP’s corporate monitoring systems, including IMRP and Quantum, ensuring that entries are complete, up to date, and compliant with corporate guidelines. This includes coordinating with project staff to clarify inputs and resolve data inconsistencies.
- Administer and provide quality assurance for inputs received from the ABR team for updating project dashboards (e.g., ABR Activity Monitoring), ensuring that submissions meet required standards and are correctly reflected in dashboards used for management and reporting.
- Organize and/or participate in field monitoring visits for ABR projects, supporting arrangements with partners, preparing follow-up feedback, and short monitoring reports for internal use.
- Collect relevant lessons learned related to project implementation for reporting purposes.
Ensure effective reporting of the project results
- Collect inputs from the ABR team for preparing corporate, donor, and government reports, ensuring that all contributions are complete, aligned with templates, and submitted on time. This includes communicating with colleagues to clarify and refine their inputs (narrative and data for project indicators).
- Conduct fact-checking, proofreading, editing, and translation (if needed) of report content, ensuring accuracy of data, clarity of language, and compliance with UNDP reporting SOPs, editorial style, and terminology.
- Support report finalization and coordinate the workflow with editors and designers, ensuring that all materials are delivered on time and meet quality requirements before submission or publication.
Facilitate knowledge management and learning
- Provide technical support to ABR team during the development of concept notes for planned knowledge products, including assistance with structure, data requirements, and alignment with project objectives.
- Participate in internal review working groups assessing the quality of knowledge products, providing technical comments related to clarity, structure, and evidence.
- Provide support to the finalization of ABR knowledge products endorsed by the agency, including assisting authors, editors, and communications colleagues as needed to ensure accuracy and adherence to required quality standards.
- Support knowledge products communication and dissemination by developing relevant social media posts and press releases and coordinating publication with ABR communication team.
- Support ABR team in preparation of briefing notes and presentations for donors and external partners.
- Assist in organising and facilitating capacity-development sessions and other learning activities for ABR team and partners.
- Maintain high-quality, standardised documentation practices that strengthen institutional memory by timely storing and updating relevant project documentation in the ABR SharePoint.
Provision of evaluation and audit support
- Support in developing term or reference for planned project and programme evaluation.
- Support the preparation of data and information requested for evaluations and audits by compiling relevant datasets, documentation, and evidence in a clear and organized manner.
- Contribute to the ABR team in reviewing evaluation reports, providing initial technical comments and supporting the preparation of management responses as relevant.
- Ensure using data from evaluations for corporate and donor reporting purposes.
Provision of research support and facilitate knowledge management
- Contribute to the development and implementation of online and offline data collection tools, ensuring that they meet the monitoring, evaluation, and reporting needs of the ABR team and comply with UNDP Quality Assurance (QA) standards.
- Contribute tothe organization of surveys (both in-house and with partners) by helping with survey design, coordinating data collection, and ensuring that data is collected in a systematic, robust, and reliable way. Conduct further data clean up and analysis.
- Support SCORE implementation through coordinating the hiring of a fieldwork company and experts, providing support to contractors, reviewing and clearing analytical products, and managing data.
- Assist with visualization and summarizing key findings of in-house research, preparing basic graphs, summaries, presentations, and analytical notes, and providing feedback on externally produced research materials to ensure relevance and clarity.
- Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners.

Ensure the mainstreaming of gender equality and women’s empowerment considerations in the field of expertise, promote a safe, enabling environment free of discrimination and abusive behaviour in line with corporate standards.

Institutional arrangement
The Monitoring and Reporting Analyst will work under the direct supervision of the Monitoring, Reporting and Research Specialist in close collaboration with all members of the ABR Monitoring and Evaluation team and the broader ABR team. The Monitoring and Reporting Analyst, as part of the ABR Monitoring and Evaluation team, will also collaborate with the CO SPPRBM team as needed.

Required Skills and Experience
Education:
- Advanced university degree (Master's degree or equivalent) in Sociology, Social Sciences, Statistics, Information Management, Research, Monitoring and Evaluation, Business Administration, Public Administration or related field is required;
- A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
- Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
- Applicants with Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant experience at the national or international level in monitoring, reporting, evaluation, research, or data management within development, humanitarian assistance, or early recovery projects.
Desirable Criteria
- Demonstrated experience in collecting, analyzing, cleaning, and managing quantitative and qualitative data for monitoring and reporting purposes.
- Proven experience with corporate or project monitoring systems, reporting processes, dashboards, or similar tools.
- Strong ability to conduct fact-checking, proofreading, editing, and consolidation of technical inputs for reports or knowledge products.
- Strong coordination and communication skills, including the ability to liaise effectively with project teams, partners, and service providers.
- Proven track record of good networking abilities and partnership development skills.
- Proficiency in the use of computers and office software packages (e.g., MS Word, Excel, PowerPoint) and web-based management systems; advanced knowledge of spreadsheets, data management tools, and/or databases.Ability to prepare basic data visualizations, summaries, and analytical notes.
