In Armenia, UN Women works with government, civil society organizations, academia, the media, the public and private sectors to address national priorities of gender equality and women’s empowerment. Placing the advancement of women’s rights at the centre of our work and aligning with UN Sustainable Development Cooperation Framework (UNSDCF) 2026-2028. Enhancing women’s economic empowerment is one of the key areas of UN Women’s work in Armenia. The WEE portfolio focuses on key priority areas such as (1) transforming care systems, (2) advancing women in the world of work, (3) partnership with the private sector, including implementation of the Women’s Empowerment Principles (WEPs) and (4) promoting gender-responsive climate action, alongside cross-cutting issues including social norms, financing for gender equality, and gender-responsive macroeconomic policies.
The Programme Analyst for Women’s Economic Empowerment (WEE) is expected to contribute to the WEE portfolio of UN Women in Armenia, which a specific focus on implementing the project “Women’s Economic Empowerment in South Caucasus – Phase III”, with the overarching goal to ensure that women, particularly the poor and socially excluded in Armenia, Azerbaijan, and Georgia are economically empowered and participate in relevant decision making. The project advances the following three outcomes:
Reporting to WEE Programem Specialist (based in Tbilisi, Georgia), the Programme Analyst contributes to the effective management of UN Women programmes in Armenia by providing substantive inputs to programme design, formulation, implementation and evaluation. The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst works in close collaboration with the programme and operations team, UN Women in Armenia, Georgia Country Office, and relevant UN Women staff in the Regional Office (Istanbul) and HQ (New York), as well as a various range of stakeholders including government officials, private sector, civil society, trade unions, academia, think-tanks, representatives of the project’s donors, other multi- and bi-lateral donors ensuring successful UN Women programme implementation under the WEE portfolio.
Scope of Work:
1. Contribute technically to the development of programme strategies in the area of Women’s Economic Empowerment
2. Provide substantive support to the WEE Programme Specialist to ensure timely, effective, and results‑oriented implementation of the WEESC Phase III project in Armenia, in line with the approved project document.
3. Provide substantive technical support to the implementation and management of the Women’s Economic Empowerment programme
4. Provide technical assistance and capacity development to project/programme partners
5. Provide technical inputs to the monitoring and reporting of the programme/project
6. Provide substantive technical inputs to the management of people and finances of the Women’s Economic Empowerment programme
7. Provide substantive inputs to building partnerships and resource mobilization strategies
8. Provide technical support to inter-agency coordination on Women’s Economic Empowerment to achieve coherence and alignment of UN Women programmes with other partners in the country
9. Provide substantive inputs to advocacy, knowledge building and communication efforts
10. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
