Background
At UNFCCC’s (United Nations Convention on Climate Change) 22nd Conference of the Parties (COP 22), Germany and Morocco spearheaded and launched the Nationally Determined Contribution Partnership (NDCP). The Partnership is a coalition of countries and international institutions working together to ensure that developing countries receive necessary technical and financial support to achieve ambitious climate and sustainable development targets as fast and effectively as possible. It builds in-country capacity and increases knowledge sharing for climate policies to have meaningful and enduring impacts, and drive increasing ambition over time.
Mongolia became a member of the NDCP on 16 January 2017, and its Focal Points include the Ministry of Environment and Tourism, the Ministry of Finance, the Environment and Climate Fund, and the National Development Agency. On September 6th 2018 the Partnership Plan of Mongolia was approved by Minister of Environment of Mongolia and is currently under implementation. The NDCP Plan of Mongolia was a basis for planning, coordination, resource mobilization, and transparency on NDC (Nationally Determined Contribution) implementation between the Government and partners to work together to help Mongolia achieve its climate and development goals. The Partnership works through country-driven approaches and is founded on the principle that effective cooperation, together with horizontal and vertical coordination can fast-track the achievement of results and enhance collective impact of invested resources. Member countries who request support and drive in-country implementation of NDCs obtain access to a large network of partners who can deliver a flexible array of services (ie technical assistance, financial support and knowledge enhancement).
SCALA-The Support Programme on Scaling up Climate Ambition on Land Use and Agriculture through Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs) is designed to support transformative climate action in the land use and agriculture sectors to reduce GHG emissions and/or enhance removals, as well as strengthen resilience and adaptive capacity to climate change in participant countries including Mongolia. Its specific objective is for countries to have translated their NDC and/or NAPs into actionable and transformative climate solutions in land-use and agriculture with multi-stakeholder engagement. The program is being implemented through a joint effort between UNDP and FAO with funding from the German Government.
In this regard, UNDP Mongolia is seeking a highly experienced individual to work as the Training Associate in strengthening the technical and institutional capacities of relevant national and local government agencies on NDC implementation. The Training Associate will have the responsibility of advancing and developing annual capacity building and training plan and supporting the institutions for the trainings and other events under this plan. Furthermore, the Training Associate provides technical support to the Climate Change Department (CCD) of the Ministry of Environment and Climate Change in strengthening the technical and institutional capacities of relevant national and local government agencies on NDC implementation. The Associate will have the responsibility of developing annual capacity building and training plan and supporting the institutions for the trainings and other events under this plan.
Duties and Responsibilities
The Training Associate will work under direct supervision of the National Project Coordinator (NPC) of SCALA project and under overall guidance of the Climate change programme to work in tight collaboration with the NDC in-country facilitator and focal points of NDC at the Ministries, UNDP CO, FAO SCALA focal point, and will work alongside NDCP Support Unit Country Team. Recognizing the importance of local and traditional knowledge, the Training Associate serves as the bridge between the SCALA, NDCP Support unit, Government of Mongolia and implementing partners (IPs) in the country.
