One specialized two-day roundtable for MENA cybercrime experts on emerging OCSE trends, challenges, and lessons learned is organized and conducted, with a minimum 5-page summary report submitted and approved by UNODC, applying a gender-sensitive approach with a specific focus on risks faced by girls and including key insights and actionable recommendations. Two specialized cyber-investigative training for ACA officers (3 days) are delivered, with training agenda and materials developed, and a minimum 4-page summary report submitted -for each training-and approved by UNODC. One multi-sectoral and multi-ministerial interactive workshop (3 days) on the investigation and adjudication of criminal cases related to VAW&G, online violence, OCSE, and CSAM is organized and conducted, with agendas, materials, and a minimum 3-page gender-sensitive summary report submitted and approved by UNODC. Two sets of two-day mock trials on online violence and VAW&G cases were organized and documented, each including trial scripts, key learning points, and a reflection summary report of at least four pages, submitted and approved by UNODC One specialized two-day OSINT investigation training for police officers on VAW&G cases is organized and delivered, with training materials developed and a minimum 4-page summary report submitted and approved by UNODC. One tailored two-day capacity-building workshop for criminal justice practitioners on VAW&G is delivered, with agenda developed and a minimum 4-page report summarizing feedback and outcomes submitted and approved by UNODC. Two sets of two-day roundtables for Egyptian Parliament officials on legislative frameworks addressing cybercrimes against women and girls is conducted, with a minimum 4-page recommendations report submitted and approved by UNODC. One two-day roundtable for Cassation Court judges on cyber violence against women and girls is conducted, with a minimum 4-page recommendations report submitted and approved by UNODC

Duties and Responsibilities
This United Nations Office on Drugs and Crime is seeking Legal Training Consultant specialized in Digital Forensics, Cyber-investigations and Cybercrime - National The rapid advancement of digital technologies and the increasing reliance on the internet have revolutionized communication, governance, and law enforcement operations. However, this digital transformation has also facilitated new forms of cyber-enabled crimes, including online violence against women and girls (VAW&G), child sexual exploitation, and organized cybercrime activities. Women and children remain disproportionately vulnerable to these threats, facing cyberstalking, online harassment, the non-consensual distribution of intimate images (NDII), online child sexual exploitation (OCSE), and child sexual abuse material (CSAM), as well as recruitment into exploitative activities by criminal organizations. Specific tasks to be performed by the Consultant: Under the supervision of the UNODC Crime Prevention and Criminal Justice Expert in Egypt, the consultant should undertake the following tasks: • Design, organize, and technically support capacity-building activities for criminal justice, law enforcement, and policy stakeholders on cybercrime, online violence, OCSE, CSAM, and violence against women and girls (VAW&G). • Develop gender-sensitive training materials, agendas, and learning materials tailored to different stakeholder groups, including law enforcement officers, prosecutors, judges, and parliamentarians. • Facilitate specialized trainings, roundtables, workshops, and mock trial exercises aimed at strengthening investigation, prosecution, adjudication, and legislative responses to cyber-enabled crimes and VAW&G. • Support multi-sectoral dialogue and coordination on emerging trends, challenges, and good practices related to cybercrime against women and girls. • Produce analytical and technical reports, including training summaries and policy-oriented recommendation paper. • Ensure timely delivery of all outputs in line with UNODC quality standards and reporting requirements.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in information technology, business administration, cybersecurity, digital forensics, or law is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Professional certifications in cybersecurity, digital forensics, data privacy, countering cybercrime or cyber-investigations (e.g., CISSP, CCFP, EnCE, CHFI) are desirable. A minimum of 10 years of progressively responsible professional work experience in the field information /communication technology and data privacy with experience in cybersecurity and/or data privacy at the international or national level is required. Practical professional experience in providing technical assistance and delivering training is required Work experience with the governmental institutions in the field of information technology and/or crime prevention in general and enhancing measures to prevent and counter cybercrime in particular is desirable. Work experience within the United Nations system, or a similar international organization, is desirable. Professional certifications in cybersecurity, digital forensics, data privacy, countering cybercrime or cyber-investigations (e.g., CISSP, CCFP, EnCE, CHFI) is required. Relevant training in cybersecurity is desirable
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written Arabic is required. Knowledge of another United Nations official language is an advantage.
