Organizational Setting and Reporting Relationship
The position of IT Specialist (Solution Architecture) is assigned to the Office of the Director General (ITOD) within the Information Technology Department (ITD). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.

You will report to Advisor, ITD and may supervise Junior team members.

Your Role
As an IT Specialist (Solution Architecture), you will define ADB's reusable architecture patterns. You will work directly with product teams to understand their challenges, prototype solutions in code, and refine frameworks until they are simple enough for adoption.

You will:
  • Build reusable frameworks - develop and standardize golden paths for cloud-native, event-driven, integration-ready, and hybrid architectures that product teams can adopt with confidence.
  • Prove in practice - validate patterns and ensure functionality with working code, Continuous Integration and Continuous Deployment (CI/CD) pipelines, and operational services.
  • Design for integration - establish comprehensive standards for Application Programming Interface (APIs), messaging, orchestration, and data flows that unify ADB's digital ecosystem.
  • Anticipate needs - analyze product challenges and create solutions that address multiple teams' requirements.
  • Codify patterns - deliver reference implementations, templates, and design documentation to facilitate easy adoption.
  • Mentor by example - coach engineers through code reviews and collaborative efforts, fostering a culture of architectural excellence across teams.
  • Stay ahead of trends - investigate emerging technologies and innovative cloud practices, incorporating practical advancements into ADB's architecture.
  • Collaborate widely - work closely with platform engineers to embed frameworks into paved roads, and partner with product squads to ensure solutions fit real delivery.

Qualifications

You will need:

  • A university degree in Computer Science, Engineering, or related fields, preferably at post-graduate level or equivalent.
  • Advanced cloud certifications (Amazon Web Services AWS, Azure, Google Cloud Platform GCP) preferred.
  • At least 6 years work experience in software architecture, solution design, or senior engineering roles, with proven delivery of large-scale enterprise or SaaS systems, including international experience and work across multiple countries.
  • Deep expertise in cloud-native architectures (microservices, containers, serverless, API-first) and event-driven systems (pub/sub, message queues, stream processing such as Kafka or Event Hubs).
  • Strong knowledge of integration and distributed systems patterns (e.g., Command Query Responsibility Segregation CQRS, event sourcing, idempotency, retries, compensation workflows) and workflow orchestration frameworks.
  • Hands-on coding ability in at least one modern language (Java, TypeScript, Go, Python, .NET) — able to prototype, debug, and guide implementation.
  • Demonstrated ability to design secure, reliable, and scalable systems using modern architectural patterns.
  • Experience applying architecture frameworks (e.g., The Open Group Architecture Framework TOGAF, C4) in a practical way — producing lightweight diagrams, blueprints, and architecture decision records (ADRs) that provide clarity and support decision-making without unnecessary overhead, are advantageous.
  • Knowledge of data architecture (streaming, governance, data mesh), experience building reference architectures or internal developer blueprints, and exposure to FinOps/cloud cost optimization, are advantageous.
  • Excellent communication skills — able to explain trade-offs to both engineers and business stakeholders.
  • Written and verbal proficiency in English.

This appointment is open to internal and external applicants.

This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.

This is a fixed term appointment with option to renew, initially for a period of up to 2 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 2 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
