Organizational Context and Scope

IOM is committed to supporting regional institutions and Member States to reduce exposure and vulnerability to risks, enhance communities’ resilience and augment the capacity of crisis response agencies. The Humanitarian Response and Recovery unit in IOM’s Regional Offices provide direct support to the Organization’s crisis-related work, including emergency preparedness, response, risk reduction and support to recovery, transition, and peacebuilding processes. IOM supports capacity building and long-term risk reduction efforts in order to strengthen national responses and assure the operational presence required for rapid reaction and scale-up during sudden onset disasters or manmade conflict. This enables life-saving responses, the ability to provide real time displacement monitoring, support for recovery efforts and the identification and establishment of durable solutions for affected communities. 

The IOM Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand is one of the 6 IOM Regional Offices (RO) that oversees and provides strategic and technical support to IOM activities. A Regional Crisis Support Facility (RCSF), will be established in the IOM’s Regional Office for Asia and the Pacific (ROAP), to strengthen operational agility and enable rapid support to Country Offices in Asia Pacific facing sudden-onset or escalating crises. The RCSF will be operated in close coordination with IOM’s Global Rapid Response Team (RRT) mechanism and the Global Surge initiative to ensure alignment with institutional priorities, global standards, and quality programming. A core component of the Facility is the Regional Emergency Surge Team, which delivers immediate operational reinforcement in crisis coordination, programme management, logistics, and related functions. 

Under the overall supervision of Regional Thematic Specialist (Humanitarian response and Recovery) and the direct supervision of the Regional Emergency Surge Officer and in close coordination with the Regional Programme Development Unit, the Regional Emergency Surge Project Officer will support the coordination and implementation of the programme support-related activities of the Regional Crisis Facility surge operations.

1. Contribute to the design and development of new programmes/projects by serving as a liaison at the operational level in the country of deployment, in close coordination with the Crisis Coordinator, Chief of Mission, the Regional Office, Headquarters, and relevant government/private sector partners.
2. Maintain up-to-date knowledge of all projects and programmes implemented by the Country Office of deployment to provide informed support and insights.
3. Support the coordination of operational, administrative, and financial aspects of all ongoing projects, under the guidance of senior staff and in coordination with the Resource Management Unit. Assist in liaising between IOM financial officials and programme managers to facilitate compliance with IOM and donors' financial requirements.
4. Contribute to the development of an IOM emergency appeal and inter-agency documents and reporting on emergency response. Support the preparation and submission of input and reporting in line with the Grants Management System, Financial Tracking System, and Online Projects System.
5. Assist in the development and refinement of internal and external reporting tools, such as situation and progress reports, to provide up-to-date information on the situation and IOM's response to senior management, HQ, donors, partners and other relevant stakeholders.
6. Support the assessment of programme implementation modalities and contribute to identifying ways to achieve maximum efficiency in programme delivery, as well as collect and share results with senior staff and counterparts.
7. Support the continuous review of project implementation strategies and suggest corrective measures and actions to be taken as necessary.
8. Support and contribute to monitoring activities to assess project implementation, assist in generating data and identifying implementation challenges, and contribute analytical inputs to inform potential solutions and facilitate timely delivery of activities within the established timeframe.
9. Contribute to the identification, training, and supervision of reporting, project development, and monitoring and evaluation team members, with an emphasis on developing new team members and training on humanitarian systems and donor protocols.
10. Undertake frequent and regular duty travel as required to support project/programme assessment, facilitate liaison with counterparts and donors, and contribute to problem-solving and the development of new initiatives.
11. Provide technical support to the process of establishing functional governmental and non-governmental platforms to raise awareness on issues relevant to IOM's mandate, support the promotion of project/programme related activities, and assist in strengthening existing referral structures and/or assistance mechanisms.
12. Participate in inter-agency meetings and represent the Crisis Coordinator/Chief of Mission (or other senior staff when specifically requested) at the technical level and within clearly defined parameters, particularly on matters related to the development and implementation of joint programmes.
13. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

• Master’s degree in Political or Social Sciences, International Relations, Humanitarian Affairs or a related field from an accredited academic institution with two years of relevant professional experience; or,
• Bachelor’s degree in the above fields with four years of relevant professional experience

Experience

• Experience in coordinating with managing various programme units and ability to establish and maintain working relations with government counterparts, UN agencies;
• Experience in the field of Migration or Development, preferably in a post conflict and other hardship locations; and,
• Experience in Project design.

Skills

• Demonstrated high level government and donor liaison;
• Strong understanding of the UN and IOM Rules Regulations and practices are advantageous;
• Sound judgment, ability to extract, interpret, analyse and format data and make decision rapidly to resolve operational problems;
• Capacity to work effectively in high-pressure, rapidly changing environments; and,
• Solid computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook).

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
