Organizational Context and Scope
IOM is committed to supporting regional institutions and Member States to reduce exposure and vulnerability to risks, enhance communities’ resilience and augment the capacity of crisis response agencies. The Humanitarian Response and Recovery unit in IOM’s Regional Offices provide direct support to the Organization’s crisis-related work, including emergency preparedness, response, risk reduction and support to recovery, transition, and peacebuilding processes. IOM supports capacity building and long-term risk reduction efforts in order to strengthen national responses and assure the operational presence required for rapid reaction and scale-up during sudden onset disasters or manmade conflict. This enables life-saving responses, the ability to provide real time displacement monitoring, support for recovery efforts and the identification and establishment of durable solutions for affected communities.
The IOM Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand is one of the 6 IOM Regional Offices (RO) that oversees and provides strategic and technical support to IOM activities. A Regional Crisis Support Facility (RCSF), will be established in the IOM’s Regional Office for Asia and the Pacific (ROAP), to strengthen operational agility and enable rapid support to Country Offices in Asia Pacific facing sudden-onset or escalating crises. The RCSF will be operated in close coordination with IOM’s Global Rapid Response Team (RRT) mechanism and the Global Surge initiative to ensure alignment with institutional priorities, global standards, and quality programming. A core component of the Facility is the Regional Emergency Surge Team, which delivers immediate operational reinforcement in crisis coordination, programme management, logistics, and related functions.
Under the overall supervision of Regional Thematic Specialist (Humanitarian response and Recovery) and the direct supervision of the Regional Emergency Surge Officer and in close coordination with the Regional Programme Development Unit, the Regional Emergency Surge Project Officer will support the coordination and implementation of the programme support-related activities of the Regional Crisis Facility surge operations.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
