The Communications Specialist will support the Ministry of Environment and Climate Change (MMA), the Climate and Clean Air Coalition (CCAC) and the Stockholm Environment Institute (SEI) through the design and implementation of a communication strategy for the SLCP Plan. This includes communications inputs and enhancement of stakeholder contributions and engagement for the development and implementation of the Plan. She or he will work together with the project team to: 1. Develop and implement communication strategy and campaign to raise awareness about the development of the Plan and its implementation; increase knowledge on the topic related to climate and clean air integrated agenda and SLCP reduction. 2. Identify communication objectives contributing to the implementation of priority measures to reduce SLCP and to advance the overall objectives of the national action plan. 3. Identify key messages from the SLCP Plan, who they need to be communicated to and determine the most effective means of communication for the key messages. 4. Prepare and design of communication materials based on the Plan objectives and key actions and messages, including publications, presentations, short videos, cards, editorial, press release aimed at stakeholders, press, social media and other promotion means, to be used both during the SLCP Plan development and once the SLCP Plan is published. 5. Media relations on Brazil National Action Plan at local, national and regional levels, also increasing visibility of the MMA leadership in SLCP and, as applicable, as co-chair of the CCAC. 6. Identify and develop strategic communications partnerships for running national campaigns and promoting the national level communications. 7. Support the planning and organization of events related to the National SLCP Plan engagement and SLCP knowledge at national level, through the preparation of communication materials and dissemination strategies, media engagement and visibility, and working with the MMA and CCAC Communication teams to promote and increase visibility. 8. Identify strategies and potential sources of funding to make the communications campaigns feasible at national level. 9. Support development of briefing notes and speaking notes on the National SCLP Plan for high-level representatives from the MMA. 10. Develop and coordinate inputs for a chapter on communications and advocacy for the National SLCP Plan, consulting with partners and technical experts.

Duties and Responsibilities
The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society. The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone. More information on the CCAC is available at: www.ccacoalition.org Brazil joined the Climate and Clean Air Coalition in 2023 and the Ministry of Environment and Climate Change (MMA) submitted a request for support in developing a National Action Plan to Reduce Short-Lived Climate Pollutants (Project BR-23-001). The Stockholm Environment Institute (SEI) was selected as the implementing partner to provide this support, which was launched in December 2024. The project aims to develop a National Short-Lived Climate Pollutant Action Plan for Brazil that identifies a clear set of actions that can be taken to reduce SLCPs, outlines how these actions can be implemented, including a sub-national scale, and how SLCPs can be tracked over time. As part of this process, the project also expects to support the development of a communication strategy for the SLCP National Plan. Furthermore, it expects to support communication activities to disseminate information about the SLCP National Plan development, increasing awareness on the integrated climate and clean air agenda and SLCP, and strengthening stakeholder engagement. The project is seeking to recruit a Communications Specialist who can effectively support communication activities for Brazil's National SLCP Plan. Output expectations: The consultant will work with the Ministry of Environment and Climate Change and the project team to write a communication strategy and define a plan for how the strategy will be executed.The communication strategy will form part of the development and later implementation of the national SLCP plan. It will be included in each stage of the SLCP Plan development and will outline how the plan can be communicated broadly across Brazil, what key messages need to be extracted from the plan, who is most useful to communicate to, and how communication of the plan can support its implementation. Similarly, as part of the Strategy for the SCLP plan dissemination, the consultant will also prepare and disseminate messages and information concerning the theme of climate and clean air integrated agenda and SLCP reduction solutions and benefits, making sure they are translated to different audiences. The consultant will identify the key stakeholders to whom the Plan needs to be communicated and the channels and platforms through which the Plan will be communicated. The tasks that the consultant will be responsible for include: 1. Attending regular meetings with the MMA and project team to update on the development of the communications strategy and to ensure the communication strategy for the SLCP Plan is developed in a way that meets expectations of the MMA and can be endorsed at a high political level. 2. Working closely with the implementing partners (SEI and national consultant) to ensure the communication strategy is consistent and aligned with other parts of the National SLCP Plan 3. Develop a communication strategy outline for review by MMA, CCAC Secretariat and others 4. Engage key stakeholders to identify content for communication strategy 5. Develop first draft of communication strategy for review and revise communication strategy based on review comments 6. Present communication strategy during events and for a where SLCP Plan is discussed 7. Implement the communication strategy during the period of the SLCP Plan development, by creating communication materials and disseminating them through different channels; close coordination with the communication department of MMA for the preparation and approval of the SLCP Plan’s message, including for the use of MMA’s main communication channels. 8. Support the team with the communication of events related to the SLCP Plan development (eg. Webinars, workshops, etc). 9. Prepare communication materials in English for dissemination of the SLCP Plan to international audiences and to ensure visibility of Brazil efforts in SCLP globally, in coordination with the CCAC Communication team. What the Communication Strategy for the SLCP Plan should contain: (a) It’s understood that the communication should contain at least sections on: purpose of the communication; communication objectives; target audience; key messages; communication products and tools, including engagement tools, communication channels; timeline and milestones ,roles and responsibilities; key partners; budget requirements, monitoring and evaluation of success. (b) The strategy will consider 2 different phases: a plan for dissemination of the SLCP Plan and the topics related to it (climate and clean air integrated agenda, and SLCP reduction) during its elaboration; a plan for dissemination of the SLCP Plan during its implementation, considering its results, etc.
Qualifications/special skills
Advanced university degree, master or equivalent, in Communication, Journalism, Public Relations or related field. A first-level university degree in combination with 5 (five) additional years of qualifying experience may be accepted in lieu of the advanced university degree. - At least 5 (five) years of professional communications experience working in a field relevant to Environmental Sciences, Climate Change, Air, Water and Soil Pollution, Sustainable Development or Environment and Health is required. - Demonstrated ability to provide communications assistance to governments and/or other stakeholders (NGOs, private sector) is required. - Ability to work effectively with multiple stakeholder groups including national governments is required. - Excellent communication skills (written and oral presentations) are required. - Knowledge of the national policy in climate change of Brazil is required, and a good understanding of short-lived climate pollutants and air pollution is desirable. - Experience in media relations in Brazil and securing interviews for high-level representatives from the Ministry of Environment and Climate Change is desirable.
Languages
Fluency in Portuguese and English (written and spoken) is essential.
