Place: Amman with frequent travel in Gaza Strip and WB - depending on access

JOB CONTEXT:
Since October 2023, Gaza has been plunged into an unprecedented humanitarian catastrophe marked by mass destruction, displacement, and loss of life. By October 2025, 67,173 Palestinians were killed and 169,780 were injured while 90% of the population—2.1 million people—had been displaced multiple times. The health system is on the verge of collapse, humanitarian access remains extremely limited, and the entire population faces crisis or worse levels of food insecurity, with nearly half a million people at risk of famine. Attacks on hospitals, schools, and shelters continue, while widespread explosive ordnance contamination endangers civilians and obstructs humanitarian operations. Approximately 25% of the injured—around 22,500 people—require immediate and long-term rehabilitation, including thousands of children who have suffered life-changing injuries, with Gaza now home to the largest group of child amputees in modern history.

HI Palestine is currently operating as a stand-alone program under the authority of the Emergency Division, with a dedicated governance framework adapted to the scale and complexity of the crisis.

This arrangement, confirmed until the end of 2025, is intended to provide the structural flexibility and operational responsiveness required in the current context, while also anticipating and preparing for a transfer back to Mashreq. Programme. Palestine Coordination is split between Jerusalem and Amman, with a West Bank area office located in Ramallah and a Gaza area office in Zuwayda. In Gaza, HI operates three offices: one in the central area (Zuwayda), one in the north (Gaza City), and one in the south (Khan Younis).

The mission's operational strategy relies on 4 pillars: Health (Rehabilitation and P&O), Armed Violence Reduction, Atlas Logistics, and Education. Cross-cutting components include IHA, MHPSS, Protection Mainstreaming, and DGA. The total budget for 2025 is expected to range between 8 and 12 million EUR.

Between 2023 and 2025, HI Palestine underwent rapid and large-scale expansion. The mission grew from appr. 80 staff and volunteers in Oct. 2023 to 159 staffs and 230 community-based agents by early 2025. At the moment, there are 106 national staff in Gaza and a max of 7 expatriates can be on rotation in Gaza simultaneously, although expatriate presence in Gaza increased to 12 staff during the ceasefire period. The organization of these visits requires a strict and complex process, involving several HR, logistics, security, access, and coordination procedures.

YOUR MISSION:
Under the responsibility of the Palestine Technical Head of programme, the Rehabilitation Specialist contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in Palestine, through a delegation system with appropriate control mechanisms. He/she contributes to the sound management and successful functioning of the overall organisation through paradigm shifts. He/she effectively coordinates with global specialists to ensure that the Palestine rehabilitation program adheres to HI’s global sectoral quality standards and contributes to global strategies and approaches.

Mission 1: Expertise:

1.1. Contribute to the regional strategies in line with the global strategies:

  • Provide rehabilitation sectorial technical input to the StratOps of the Programmes, in line with the global StraTech and ensure relevant follow up

1.2. Ensure technical support to projects in line with the global technical frameworks and standards on rehabilitation:

  • Provide adequate technical guidance and support to Project Managers when relevant (adapt standards to PM’s tools, contribute to proposal writing and reporting) in line with strategies, standards and mandatory transversal approaches;
  • Ensure adequate support to multi-sector responses within projects, in line with the other specialists;
  • Ensure a local sectorial watch, best practices to adopt within the Rehabilitation programme;
  • Contribute to recruitment and briefing when relevant.

1.3 Ensure technical learning from projects

  • Initiate and/or implement to projects’ technical learning within the Rehabilitation programme.

1.4 Control & monitor the technical quality and the relevance of HI’s activities in Palestine on rehabilitation:

  • Ensure regular technical quality control of projects and programmes and issue warnings and recommendations;
  • Monitor the implementation of audit recommendations, if applicable;
  • Ensure adequate support partners to manage activities under rehabilitation.

1.5. Ensure compliance of the technical proposition with nexus stakes;

1.6. Contribute to the development of research and innovation projects in the region when relevant, on rehabilitation;

1.7 Contribute to the Technical Divisions professional channel facilitation within the program.

Mission 2: Influence: Contribute to the local external prestige and influence of HI’s expertise on rehabilitation:

  • Represent the technical expertise of HI throughout the local relevant networks;
  • Contribute to advocacy on specific themes in line with the global advocacy priorities;
  • Contribute to communication messages locally in line with the global communication priorities.

Mission 3: Business development: Ensure the development of major opportunities or new projects in the region on rehabilitation:

  • Lead or contribute to the context analysis in rehabilitation;
  • Lead or contribute to the design and writing of new projects in the region and when asked in other countries within the Geographic Division;
  • Identify & transform major opportunities in the region under his scope;
  • Identify & develop local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in the region in rehabilitation;
  • Contribute to the conception of major projects (multiple countries, one theme) or of new projects in the region when relevant.

Mission 4: Emergency preparedness and response responsibilities:

  • Contribute to the support or implementation of emergency preparedness actions of the programme(s) and, during an emergency, adapts his/her working modality to contribute to an effective HI humanitarian response.

CHARACTERISTICS OF THE POSITION:
Amman:
Security is stable in Amman and in most parts of Jordan.

Gaza Strip: In the current crisis, the entire population is at risk due to frequent airstrikes and ground offensives. HI has set up two separate GH premises with the capacity to accommodate international staff and has implemented the necessary security systems to support their presence. The context remains volatile and may either improve or deteriorate in the coming weeks or months. The selected candidate will receive a thorough briefing on the context and security systems before deployment to Gaza. Due to the current difficulties in obtaining an authorization to enter Gaza, it is possible that the selected candidates will have to carry out part or all of their mission from Amman. This situation is beyond our control and beyond the responsibility of our organization.

West Bank: The situation remains volatile and unpredictable, with frequent clashes between Israeli forces and Palestinians, particularly during military raids in refugee camps and urban areas. Settler violence against Palestinian communities has intensified. Movement restrictions, checkpoints, and closures continue to impact civilian life and humanitarian access.

Requirements

YOUR PROFILE:

  • Degree in physical therapy and/or occupational therapy;
  • Minimum of 5 years of professional experience with at least 3 years of experience in the rehabilitation sector in emergency responses in conflict-affected countries;
  • Proven experience in building capacities, including training and mentoring and supervising staff remotely;
  • Ability to develop public relation / communication and representation with a variety of stakeholders (donors, networks, ministries, local authorities, technical services, etc.);
  • Strong expertise in supporting vulnerable groups (women, youth, persons with disabilities, etc.) and in designing interventions that promote their participation and inclusion.

  • 6 months International contract starting from early 2026. Starting date as soon as possible (ASAP);

  • Salary from 2757€ gross/month upon experience;
  • Perdiem:
    • 642€ net/month – Jordan rate - paid in the field;
    • 821€ net/month – Palestine rate - paid in the field;
  • Hardship:
    • 250€ net/month while in Jerusalem;
    • 500€ net/month while in Gaza. The staff will be entitled to a full hardship allowance only once deployed to Gaza;
  • Paid leaves: 25 days per year;
  • R&R: according to the time spent in Gaza:
    • Bellow 2 weeks: 1 day;
    • From 2 weeks: 2 days;
    • From 4 weeks: 4 days;
    • From 6 weeks: 5 days + possible transport/package support;
  • Position: Unaccompanied;
  • Housing: Collective taken in charge by HI;
  • If you are resident in the country: local package.
