The position is based in the Office of Contract Management and Capacity-Building (OCMC) of the International Seabed Authority, located in Kingston, Jamaica. The International Seabed Authority (ISA) is an international organization established under the United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of the United Nations Convention on the Law of the Sea. The ISA is the organization through which States Parties to UNCLOS shall, in accordance with the regime for the seabed and ocean floor and subsoil thereof beyond the limits of national jurisdiction (the Area) established in Part XI and the 1994 Agreement, organize and control activities in the Area, particularly with a view to administering the resources of the Area. The Associate Capacity Development Officer supports the delivery of capacity development programmes by coordinating logistics, managing data collection, and maintaining communication with global and regional partners. The position provides operational support for capacity building initiatives and projects, including the assessment of capacity development needs of developing member States, particularly LDCs, LLDCs and SIDS, through data gathering, surveys, consultations and analytical reporting. The role also helps sustain national expertise and strengthen operational effectiveness.
Responsibilities
Under the overall guidance of the Director, OCMC, and the direct supervision of the Programme Management Officer (Capacity-Building), the P2 Associated Capacity Development Officer will be responsible for the following: • Contribute to the formulation, design and evaluation of capacity development programmes, projects and activities aligned with ISA priorities and strategic objectives, and in line with ISA capacity Development Strategy. • Support in providing substantive and analytical input, reviewing and preparation of reports, papers, policy briefs, concept notes and other written outputs for presentation to different organs, Member States and partners and senior officials of ISA. • Support the coordination of the network of the national focal points for capacity-building. • Support the development of evaluation frameworks, indicators and methodologies to measure the effectiveness of training programs.. • Maintain and manage capacity development datasets and dashboards including gender disaggregated data and geographic representation. • Assist in the management of the ISA Capacity Development Alumni Network including engagement activities and continuous-learning activities. • Organize regional or national capacity development workshops, coordinate logistics for training programs, including scheduling, venues, and equipment setup. • Support the implementation and monitoring of activities financed by the ISA Partnership Fund, aligning with organizational strategy. • Organize meetings of the ISA Partnership Fund Board and prepare relevant reports, notes, speeches, and supporting documents, including indicative budgets and results frameworks for funded activities. • Support the building and maintenance of relationships with donors, beneficiaries, international organizations, governments, civil society, and the private sector regarding the Partnership Fund. • Liaise with the Joint Training and Research Centers and other partner regional training centers and provide support to the capacity development initiatives and activities by those centers. • Contribute to the preparation of partnership proposals and progress reports. • Contribute to the preparation of communication and outreach materials, and success stories on ISA’s capacity development initiatives. • Manage the Deep Dive e-learning platform. • Support the design and development of training materials, including manuals, e-learning modules, and videos. • Perform other duties as required by the Secretary-General.

Education
An advanced university degree (Master’s or equivalent) in social sciences, capacity building, capacity development, ocean governance or a related field is required. A first level university degree (Bachelor’s or equivalent) in these fields, combined with two (2) additional years of relevant professional experience, may be accepted instead of an advanced degree.

Work Experience
• At least two years of progressively responsible experience in project or programme management, capacity building or development, law of the sea, ocean policy or governance, the blue economy or a related field is required. • At least one year of experience in training programme administration and management support is required. • Proficiency in computer based skills, including Internet use, email and Microsoft Office applications such as Word, Excel and PowerPoint, is desirable. • At least one year of experience in data analytics or a related area is desirable.
