Job Description
Org. Setting and Reporting
The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent will lead the Telecommunications and Infrastructure Team within the Field Technology Section (FTS), part of the Operations Management Unit (OMU). The OMU is responsible for optimizing all core technology operational activities, managing the program of operational telecommunication services and underlying infrastructure to ensure availability and performance at the highest industry standards. It provides emergency technology layers in support of force protection, protection of civilians, and overall mission safety and security. The position is based in Port-au-Prince and is located with the Field Technology Section in the Operations Management Unit. The Telecommunications Officer, FS-6 will report to the Chief of Unit.
Responsibilities
Within the limits of delegated authority, the Telecommunications Officer (FS-6) will provide advanced engineering services for the planning, implementation, and maintenance of mission-wide telecommunications networks, ensuring robust connectivity for operational and security needs. The incumbent will: • Designs, installs tests and commissions various telecommunications systems such as local area networks, metro-area network, or country-wide or regional networks. • Lead and supervise a multidisciplinary team of specialists, including Telecommunications Assistants, Microwave Communication Technicians, Satellite Communication Technicians, Wireless Communication Technicians, and other technical experts. • Establishes performance standards for telecommunications equipment and services and recommends corrective measures to improve service quality and operational performance. • Oversee the integration of emergency communication capabilities to support staff security and inter-agency coordination. • Provides planning support for rapid set-up and operation of communications infrastructure from “scratch” at local and wide area levels, including visiting regional sites for technical reconnaissance missions. • Provides emergency communications capabilities in support of staff security, including providing a focal point for interagency emergency field security communications liaison. • Prepares and makes presentations on telecommunications networks and equipment to staff and other UN agencies. • Identifies appropriate standards to procure communications equipment at the least cost and in the most expeditious manner. • Coordinate with mission components and external partners to maintain interoperability and continuity of critical communication services. • Supervises staff/technicians as required. • Performs other related duties as required.

Work Experience
A minimum of ten (10) years (or 5 years with a first level university degree) of progressively responsible experience in telecommunications, electronic data transmission, network design or related areas is required, of which, at least 2 years' experience providing services is in the field of telecommunications, electronic data transmission, network design or related areas to or in a field operation of the United Nations common system or comparable international organization. Experience managing and delivering highly complex projects, and experience in integrating large-scale telecommunications systems, while working in a conflict or post-conflict setting is required. Demonstrated expertise in the architecture, deployment, and lifecycle management of complex telecommunications systems, including both centralized and decentralized networks, with a focus on operational reliability and security is required. Experience in designing and managing telecommunications infrastructures, with the capacity to oversee integration, scalability, and interoperability across mission-critical platforms, is required. Strong conceptual and analytical skills to assess telecommunications challenges, identify operational risks, and implement innovative solutions that enhance system performance and mission outcomes, is required. Experience in budget, staffing and performance management and reporting is required.
